Mission Statement:

Jacobs provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West Desert Test Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test and Evaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions systems, and related operational concepts.

In addition to these responsibilities, we also support non-CB testing at the WDTC for the DOD and other Federal agencies, including environmental assessment/impact evaluation and munitions demilitarization.

Our Dugway Operation was established in 2004 with the award of the Field, Range, Chamber, and Laboratory Support Services (FRC&LSS) contract to Jacobs. Through the FRC&LSS contract, we have integrated with Mellor Engineering, TOPE, and JRAD with a composite staff size of more than 170 personnel.

Job Description

Jacobs is seeking a highly motivate candidate to fill Facility Security Officer (FSO) position that will support the Dugway Proving Ground (DPG) contract.

Duties/responsibilities may include:

  • Submit personnel security clearances and manage the day-to-day clearances issues for all Jacobs employees.

  • Secure web fingerprint transmission (SWFT) administrator- process fingers.

  • Maintain security education programs.

  • Conduct security briefings and debriefings

  • Key Control Management

  • Manage the safeguarding of all classified information and controlled unclassified information (CUI)

  • PRP (Personal Reliability Program) Contract Monitor

  • Maintain all PRP files and Security Files

  • Able to communicate with all parties that need to be involved in the PRP process

  • Account Management and Provisioning systems (AMPS) clearance approvals.

  • Submit paperwork for computer access for NIPR and SIPR accounts.

  • Apply for Common Access cards for new hires (CAC). Apply for a Dugway Proving Ground (DPG) ID.

  • SCI request in the Army Centralized Contracts and Security (ACCS) system

  • Keep the National Industrial Security System (NISS) updated.

  • Maintain the DD- 254’s for Jacobs and teammates, this is the security clearance contract.

  • Maintain the International Traffic in Arms Regulations (ITAR) records.

  • Send visitor access requests for official travel through DISS.

  • Conduct periodic self- inspections of the security program.

  • Must complete the FSO course within the first year of employment. That course is found through STEPP.

  • Must have working knowledge of the Defense Information Systems for Security (DISS) and national Background Investigation Services (NBIS) systems.

Here’s what you’ll need :

The Facility Security Officer must have a Baccalaureate degree with at least three (3) years of experience in security administration; or equivalent year of experience with direct federal government or contractor supporting federal government contracts. Must have a Top-Secret security clearance. The FSO must be a US Citizen. The FSO will “supervise and direct security measures” within the facility. The FSO is required to take applicable training courses to understand fully the complexity of the requirements levied by their duties. Experienced in developing and administering security procedures and programs for classified or proprietary materials and documents. Experience in coordinating and processing security clearances. Experience in implementing federal security regulations and obtaining rulings, interpretations, and acceptable deviations for compliance with regulations. Experience conducting security education classes.

Required Clearance: Must be able to obtain and maintain a Top-Secret Security Clearance .

Essential Functions for Position

Physical Requirements

  • Medium- Exerts up to 50 lbs. of force occasionally, up to 20 lbs. of force frequently, or up to 10 lbs. of force constantly to move objects. Work may involve sitting or standing for extended periods of time.

Work Environment

This position is generally an inside the office kind of work.

Needs to be able to work well with co-workers and all levels of management.

No hazards on job or unusual environmental conditions.

Office is located on site in Government spaces at: Dugway Proving Ground, UT.

Equipment and Machines

  • Must be proficient with computer work.

Attendance

  • Regular hours will be between Monday-Thursday 7:00 a.m. – 5:30 p.m.

  • Punctuality and regular attendance are necessary to meet deadlines

  • Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must always demonstrate professional behavior when dealing with customers, management, and co-workers.

Must have clear, concise, and accurate communications skills in English, both verbal and written.

Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others.

Must maintain a positive work atmosphere by behaving and communicating in a professional manner.

Independent personal transportation to office or work site is required.

Travel to and from customer’s locations and the test fields may be required to support projects.

This may involve airline travel.

When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.

This position will require a valid driver license to operate a variety of vehicles.
