Jacobs Program Management Company (Jacobs), the largest global aviation management consulting firm, is seeking a highly collaborative Operational Readiness, Activation & Transition (ORAT) Manager for our Program team in Pittsburgh, PA. As a member of the Jacobs Airport Operational Readiness & Transition (ORAT) team, you’ll provide expertise in logistics, planning, developing, coordination, and scheduling of all operational readiness activities associated with new airport and airline Terminal and other facility development projects, such as the Multi-Modal Complex parking garage and rental car customer service building. You’ll work closely with Airport Operations departments, Airline Properties Teams, major Projects team members and Subject Matter Experts, contractors, and systems integrators to plan and deliver a coordinated program.

Position can be based out of any U.S. city that has access to a major airport with travel to Pittsburgh airport up to 50% of the time based on Program needs.

Responsibilities will include:

  • Participate in and support planning, ramp up and execution of the various elements of Airport and Airline Operational Readiness Programs.

  • Develop Operational Concepts for new facilities and communicate those concepts to design teams

  • Coordinate and/or develop Familiarization, Induction and Training Plans

  • Ensure ORAT schedules are developed and integrated into Project Construction Master Schedules.

  • Develop a comprehensive plan for transition of operations from existing to new facilities covering the areas of facility maintenance, operations, commercial, communications, finance, training, and information technology.

  • Facilitate the creation of subject matter expert teams to leverage expertise for the development of transition, training, and contingency plans for each specific area

  • Ensure the highest degree of customer satisfaction on opening day of all new facilities by delivering on the transition plan and ensuring all systems, training and contingency plans are implemented.

  • Oversee teams of Operational Readiness experts in training, scheduling, stakeholder engagement, trials, mobilization and move.

  • Establish, manage, and maintain strategic relationships with senior representatives of key stakeholders including Airline and Airport management, vendors, sub-concessionaires, consumer groups and the airport business community to ensure all stakeholders are engaged in the ORAT program.

  • Work closely with Airport Operations departments, Airline Properties Teams, major Projects team members and appropriate Subject Matter Experts, contractors, and systems integrators to meticulously plan and deliver a coordinated program of trials designed to progressively test building functions as they are commissioned.

  • Focus on ensuring technical systems meet their intended purpose, providing an effective framework to support staff operations and methodically trialing every component of all systems and developing mitigation plans to address any issues or deficiencies in the systems along with corrective action plans.

  • Manage ORAT programs through the use of reporting tools, such as SharePoint, Risk Registers; Issue Logs, Dashboards, Prolog, Primavera, Microsoft Office, etc.

  • Coordinate ORAT activities with clients, Project Management/Construction Management Teams

  • Present regular update reports on ORAT activities.

  • Assess logistics of Transition Plans

  • Review Project schedules, testing and close out plans for development of detailed turnover plans including duties & responsibilities of all parties.

  • Establish, manage, and maintain strategic relationships with senior representatives of key client stakeholders including

  • Hold and/or attend regularly scheduled Project meetings.

  • Develop, track and report on work plans to ensure transitions activities are progressing according to schedule, and all elements of the transition plan will be complete prior to opening day.

  • Establish metrics to track effectiveness of operational plans and training; utilize data to adjust ORAT activities for future transition phases.

  • Provide leadership to ORAT project teams and ensure employee development plans are in place and implemented.

  • Establish communications channels and methods for effective communications of the plans and changes in the plans as they occur. Identify and develop contingency plans to address potential issues including triggers for their implementation.

  • Effectively manage the workflow processes and ensure timely completions

  • Assists with project closeouts

Here’s what you’ll need :

  • Bachelor Degree in Engineering, Airport or Operations Management, Planning, Organization Management, or Business

  • Minimum 15 years’ experience on Airport Operational Readiness teams on new terminal facilities at large domestic or international airports

  • Comprehensive knowledge of industry practices for airport/airline systems and operations

  • Possess technical skills in project management, aviation operations, training, documentation, communications, and/or operational or technology testing

  • Proven leadership, people management capabilities and exprience creating, managing, and coaching teams for high performance

  • Excellent communication skills; strong writing and oral presentation abilities

  • Capable of delegating effectively

  • Prolog, SharePoint, Outlook, Office 365, Word, and Excel

  • Ability to obtain badging clearance via the FAA fingerprint background check

The base salary range for this position is $175,000 to $225,000. This range reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
