Jacobs is seeking anDeputy Program Managerin Arlington, VA.

Duties will include:

  • Serves as the Deputy to the Project Manager (PM), and shall support or be the delegated authorized interface with the client Contracting Officer, Oversight Manager, Technical Monitors, and other client personnel and contractors.

  • Support the PM in the management of a complex, multi-task information technology security and privacy contract and coordination of all project matters with the client Contract Oversight Manager (responsible for overall contract performance)

  • Formulate and enforce program team work standards, assign staff work schedules, and review all work products and services

  • Supervise contract personnel, and communicate policies, purposes, and goals of the organization to subordinates

  • Plan, organize, and prioritize work managing multiple tasks in a highly-complex, dynamic environment

  • Ensure deadlines and budget commitments are met

  • Lead quality assurance for all deliverables

  • Demonstrate excellent interpersonal and communication skills

  • Project management support tasks include:

  • Execute and monitor project activities

  • Prepare and update status reports

  • Facilitate sessions to effectively resolve program related issues, if any

  • Assist in the allocation of appropriate resources to ensure project tasks are completed within given time and budget

  • Drive innovation and staff growth while controlling cost and project timelines.

  • Utilize corporate or project tools to track project schedules and costs

  • Provide contract management support including review of task order mods and invoices and ensure tasks and deliverables are being performed in accordance with the contract task order

  • Recruit and retain sufficient qualified and appropriately security-cleared Resources

  • Monitor internal program initiatives and subcontractor performance including quality and costs

  • Implement, maintain and report on a continuous improvement program designed to reduce cost and increase quality of services

  • Manage risk

  • Prepare internal and external management and executive level status reports

  • Report status, develop project-related documentation and implement lessons learned

  • Participate in project performance review meetings and discussions

  • Update staff and keep all interested parties in the project informed of progress and any issues which may arise

Qualifications

Minimum Qualifications:

  • BS degree from an accredited engineering school, and ten (10) to fourteen (14) years of progressive technical experience with at least three (3) years in project management, or a MS degree in engineering, computer or system science, and eight (8) to twelve (12) years of progressive technical experience with at least one (1) year in project management experience or Ph.D. and four (4) to seven (7) years of related experience.

  • 10 years of project management or technical team lead experience

  • The candidate must possess the following characteristics and management abilities:

  • Must be compliance driven, detail oriented, and be able to analyze data

  • Must possess excellent written and oral communication skills

  • Must emphasize good time management without sacrificing quality, and be able to negotiate well and handle any issues with diplomacy and tact

  • Must be able to juggle competing priorities, multi-task, and continue to meet all deadlines

  • Should be punctual, reliable, and follow up on all action items

  • Excellent technical writing skills and attention to detail

  • Exceptional communication skills

Desired Qualifications

  • Possess at least one of the following certifications: PMP, CISSP, CISM, GSEC, CAP

  • Demonstrated skills in leading mission critical financial services IT Security organizations

  • 10 years of project management in government contracting programs

  • 7 years leading security programs

  • Has knowledge of security requirements, policies, and regulations as it applies to federal information systems, including NIST Special Publications (e.g., 800-53, 800-37) and the Risk Management Framework (RMF)

Prior experience managing or performing full scope Risk Management processes for a federal client, to include Certification and Accreditation (C&A), FISMA Assessments, Technical Assessments (Vulnerability analysis, penetration testing), and Risk Assessments

Most work will be done at a desk or computer.

Work Environment:

General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.

Equipment & Machines:

General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.

Attendance:

Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
