Jacobs is seeking a mid-level contractor program security officer to join their team in the Arlington, VA office.The individual will maintain the Government Proprietary programs; provideoversight and management for assigned Special Access/Special programs.Ensure strict adherence to the facilitiesProgram SAPF policy and procedures in accordance with the JAFAN 6/0 and variousDCIDs, ICD’s and other directives as necessary. The CPSO is the primaryinterface with government agencies regarding assigned program security mattersand requirements.
Providesecurity administration and management for special access program.
Update andconduct reviews of facility accredited SAPF procedures.
Establish,conduct and monitor the SAPF security education and awareness-trainingprogram.
Responsiblefor the accountability and maintenance of internal and external documentcontrol.
Responsibleto monitor the return of external document receipts and submit tracer letterswhen necessary.
Responsiblefor incoming and outgoing visitor control records.
Responsibleto update and maintain policies and procedures manuals.
Responsibleto change combinations as needed.
Responsibleto conduct annual document inventories.
Responsibleto conduct annual internal inspections.
Brief anddebrief program employees and conduct annual re-briefings.
Requestappropriate badges as necessary and maintain listing.
Processpersonnel for periodic re-investigations for clearance updates thru the JPASsystem.
Monitor andsubmit employees for special access submissions.
Responsibleto collaborate with the Information Systems Security Manager, ISSM.
Conduct preliminaryinquiries into SAPF infractions and violations.
Responsiblefor the establishment and access to secure controlled areas
Maintain theaccredited Facility Alarm System; control personnel access and implement a5-minute response team.
Maintainpersonnel security records for SAP/SAR/SCI related programs to include the useof SIMS, JPAS, and Scattered Castles.
Coordinateand communicate the posture of the facility direct with the client
Review andplan for the establishment of new SCIF facilities and modifications to existingSCIF facilities (establishment & disestablishment as required).
Travelwithin the National Capital Region.

Active TS SCI clearance is required.
BA or BS degree in the appropriate discipline from anaccredited college or university, plus six (6) to nine (9) years of progressiveand relevant experience. Additionalrelevant education may be substituted for progressive experience.
Advanced knowledge of the National Industrial Security Program OperatingManual (NISPOM), Executive Order 13526, ICD series, DoD 5205.07 SAP Manuals,and other applicable security policies covering sensitive compartmentinformation within information systems, physical security requirements forfacilities, and personnel security for individuals.
Knowledgeableof the DoD SAP Manuals Vol 1-4
Intermediatecompetency level with Microsoft Office Suite programs.
Experience as a program security officer
Basic understanding of Cyber Security, specifically Risk Management Framework (RMF)
GeneralOffice environment. The work environmentis fast-paced and sometimes involves extreme deadline pressures. The nature ofthe work requires a high degree of teamwork and cooperation with other membersof the staff as well as individuals across the Company and Customers.
Mostwork will be done at a desk or computer.
Equipment and Machines
Generaloffice equipment including PC/laptop, Fax, Copiers, Shredder, Printers,Telephone, and other miscellaneous office equipment.
Attendanceis critical at all times. Needs to be available to work overtime duringcritical peaks and be available to meet last minute requests for overtimeshould the situation occur.
