Jacobs RF Systems Engineer/SME- TS/SCI in Arlington, Virginia

Your Impact:

We are seeking a RF Systems Engineer/SME to join our dynamic team supporting our customer in the National Capital Region. In this position you’ll be a part of a team that shapes the strategic future for our clients and defines the strategy to get them there. This position requires an Active TS security clearance with SCI eligibility.

Responsibilities:

Serve as an RF Systems Engineer/SME guiding the operational and technical aspects of our clients unique Mission.

  • Provide subject matter expertise (SME) regarding operational and technical aspects of RF spectrums to include HF, VHF, UHF and EHF/ AEHF systems.

  • Provide technical expertise using knowledge of RF communications systems and their relationships to other telecommunications networks to advise and develop policies, directives, plans, and CONOPS.

  • Advise the customer on the development of technical approaches to solving integration and interoperability related problems; to include formulation and execution of acquisition strategies.

  • Develop and present briefings and/or technical papers, to convey strategic vision of organizational policies, project status, objectives, and strategic milestones to senior officials; identify and quantify risks that would affect the quality, timeliness, and cost of project services and deliverables; recommend risk avoidance and mitigation plans.

  • Author well researched quality document packages, coordinate, and track correspondence, formulate Courses of Action (COA’s), and draft recommendations for customer and senior decision makers that will may have broad organizational or interagency impact.

  • Participate as expert advisor to and on behalf of the customer in various communication planning working groups; review meetings and technical exchanges with vendors and mission partners; ensure knowledge creation/sharing and integration within and across the client’s enterprise.

  • Apply technical expertise to analyze, evaluate, and make recommendations to support integration of fixes, modifications, and enhancements into future and existing operational architecture.

  • Use problem solving skills and experience with DoD and commercial telecommunications networks to analyze, evaluate, and recommend solutions to meet future operational requirements.

  • Lead complex projects from requirements development through design and acquisition, culminating in stakeholder operational test and acceptance.

  • Work with the client to determine operational requirements for future system capabilities; model use cases, produce conceptual designs, develop technology integration strategies, design systems architectures; support the design, planning, and testing of new systems; ensure new systems are properly installed and brought on-line for operational use; coordinate installation team efforts to ensure schedules are met and activities are not disruptive to ongoing operations.

Here’s what you’ll need :

  • Active TS security clearance with SCI eligibility is required with adjudication within the last 5 years or designated CE and the ability to obtain and maintain special accesses.

  • BS degree in Engineering, Computer Science, Telecommunications, Project Management, or related discipline with a minimum of (10) years of relevant work experience or 20 years of progressive relevant work experience gained in related industry, federal or military career field.

  • A subject matter expert (SME) for RF Communications Systems

  • Significant familiarity with military RF systems and associated COMSEC devices with the ability to demonstrate proficiency in satellite communications principles, technical analysis, and problem solving.

  • Position requires advanced writing and speaking/presentation skills, exceptional organizational and prioritization skills.

  • Position requires 10-15% travel per year.

  • 10 years’ programmatic, policy or operational experience with DoD communications-electronic systems and voice, video, and data networks.

Preferred:

  • MS degree in Engineering, Computer Science, Telecommunications, Project Management, or related discipline

  • Knowledge of U.S. Strategic Protected SATCOM communications networks

  • 20 years of Department of Defense (DoD) Satellite Communications experience

  • Experience gained in a joint staff officer or action officer role.

  • 10 years’ programmatic, policy or operational experience with DoD IT & RF communications systems and voice, video, and data networks.

  • DoD System Acquisition or PPBE experience

  • DAWIA certifications

  • Project Management Professional (PMP) Certification
