Position Summary

Provide advice to the project concept team in the form of recommendations involving potential utility issues and impacts as part of a project’s project concept development. This shall include, but is not limited to:

  • Identify potential utility impacts in the project corridor.

  • Begin coordination with utility owners/operators and the Department District Utility Office to ensure each stakeholder is aware of the general scope and nature of the Department’s project and the potential utility impacts thereof.

  • Invite Utility owners/operators to the Concept Meeting.

  • Develop and submit to the Department Project Manager and District Utility Office a Concept Utility Report.

  • Develop and submit preliminary utility cost estimates and updated annually.

  • Conduct and follow the Public Interest Determination (PID) policy and submit required documents to the District Utility Office

Provide utility coordination during project preliminary design phase. This shall include, but is not limited to:

  • Coordination with utility owners/operators and the District Utility Office Department to ensure each stakeholder is aware of the design requirements of the Department’s project and the potential utility impacts thereof.

  • Research the property interests and claims of prior rights of each utility owner/operator’s facilities. Facilitate a resolution in cases of a dispute over these property interests and/or prior right claims and provide this assessment to the District Utility Office.

  • Provide any requests for financial assistance by local governments to the Department when coordinating with any local government.

  • Provide utility owners/operators with approved Subsurface Utility Engineering (SUE) plans in PDF and current GDOT Microstation format and verify the SUE information.

  • Conduct preliminary relocation meeting and coordinate the development of a preliminary relocation plan from the utility owner/operator. Provide summary of findings to the Project Manager and District Utility Office.

  • Provide utility owners/operators with preliminary design plans in accordance with the Plan Development Process (PDP) (in PDF and current GDOT Microstation CADD and hard copy format) and preliminary utility plans as soon as the plans have reached a level of completeness adequate to allow them to fully understand the project impacts. and request utility owner/operator to mark existing facilities (1st submission request) in accordance with the Department’s requirements and timelines.

  • Review and comment on all utility’s existing facility markups relocation plans or plan sketches involved with the highway project and recommend approval of those plans to be incorporated into the project’s preliminary design. and provide final UTLE CADD files in current GDOT Microstation file format to be incorporated into the project’s preliminary design showing all existing utility information in accordance to PDP, Plan Presentation Guide (PPG), and Electronic Data Guidelines (EDG).

  • Utilize/develop a Utility Impact Analysis matrix in the Department’s prescribed format once all existing and preliminary utility relocations are compiled.

  • Review the Utility Impact Analysis Matrix with the District Utility Office appropriate Department personnel and submit a written assessment addressing all anticipated utility related issues/impacts that may adversely affect the project for the Preliminary Field Plan Review Meeting.

  • Attend the Preliminary Field Plan Review and be prepared to discuss the written assessment and provide additional comments and/or guidance related to utility matters.

  • Provide monthly Utility Status updates to the District Utility Office Department.

  • Prepare and submit to the Department a Preliminary Design Utility Report summarizing and documenting the utility coordination status through the Preliminary Design Phase.

Provide utility coordination during project final design phase. This shall include, but is not limited to:

  • Coordination with each utility owner/operator and the Department District Utility Office to ensure that the plans have been developed to minimize all potential utility impacts and that final relocation plans, estimates, agreements, GUPS permits and Utility Adjustment Schedules have been properly prepared.

  • Provide utility owners/operators with preliminary design plans that are complete and in accordance with the Plan Development Process (PDP) in PDF and current GDOT Microstation format and request utility owner/operator to provide a relocation plan (2nd submission request) in accordance with the Department’s requirements and timelines.

  • Enter all Utility Adjustment Schedules into the Department’ prescribed scheduling software and discuss utility staging details with the District Utility Office and District Estimator, as directed.

  • Review and comment on all utility’s relocation plans or plan sketches involved with the highway project and recommend approval of those plans to be incorporated into the project’s preliminary design.

  • Provide final UTLP CADD files in current GDOT Microstation file format of all relocation plans to be incorporated into the project’s preliminary design in accordance to PDP, Plan Presentation Guide (PPG), and Electronic Data Guidelines (EDG).

  • Develop or update the Utility Impact Analysis matrix in the Department’s prescribed format.

  • Coordinate with Department personnel to review the Utility Analysis matrix and provide a written assessment addressing all identified utility related impacts along with recommendations to minimize such impacts. Attend for the Final Field Plan Review meeting as directed.

  • Attend the Final Field Plan Review and be prepared to all identified utility impacts and provide additional comments and/or guidance related to utility matters.

  • Perform QA/QC to assure that project conflicts have been resolved and constructability issues have been addressed.

  • Provide monthly project Utility Status updates to the Department.

  • Assist with the utility permit application process between the Department and the utility owner.

  • Research the property interests and claims of prior rights of each utility owner/operator’s facilities. Facilitate a resolution in cases of a dispute over these property interests and/or prior right claims and provide this assessment to the District Utility Office.

  • Research the property interests of each utility owner/operator’s facilities. Resolve and collect from each utility owner/operator a letter of “no cost” or Utility Agreement including certificates of eligibility, costs estimate, and utility relocation plans or a letter of “no conflict”.

  • Coordinate with any local government who may own facilities within the project limits and forward to the Department on behalf of the local government any requests for financial assistance.

  • Prepare and submit to the Department a Final Design Utility Report summarizing and documenting the utility coordination status through the Final Design Phase of project development.

  • Provide delivery of required documents at various required project “Delivery Dates” as identified by the Office of Utilities in accordance with the Utility Accommodation and Standards Manual, current edition and project schedule baseline dates.

  • Prepare complete utility relocation design plans for inclusion in the Department’s construction plans in accordance to the Department’s current Microstation file format. This shall include but is not limited to complete utility relocation design, coordination with the roadway design, utility owners/operators and other consultants, and , review and approval of applicable special provisions and ensure availability during the construction phase to assist in design clarification to minimize and remedy project delays.

Qualifications

Education requirements:

  • Degree in Civil Engineering or Civil Engineering Technology (4 year curriculum) with one (1) year of experience; or

  • Degree in Civil Engineering Technology (2 year curriculum) with two (2) years of experience; or

  • High School Diploma or GED with eight (8) years of experience.

Experience requirements:

  • Applying engineering principles with regards to utility facilities on transportation projects

  • Familiarity with utility activities in the operation, design, construction or maintenance of roadway projects

  • One or more years of experience negotiating with utility representatives to reach mutually acceptable agreements

  • Ability to read and understand complex highway construction plans

  • Ability to identify and solve problems effectively by making sound, well-informed decisions

  • Ability to understand and apply technical manuals and instructions

  • Ability to use available technology and software packages such as spreadsheets, graphics and database software to work more efficiently, Microstation or related design software applications

  • Strong written and verbal communication skills and knowledge of the Departments preconstruction process

Essential Functions:

Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
