Under the direction of project manager or senior planner conducts complex studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, or ongoing programs providing technical consultation and utilizing technical expertise. Performs limited project management functions when necessary.
Principal Duties and Responsibilities
Assists team to work on complex and unconventional types of plans, investigations, surveys, with complex features for which there may be no precedents.
Assist in preparation of conceptual plans and/or land planning for various large scale and complex projects.
Provide technical expertise in the preparation of feasibility studies and reports in coordination with the project manager.
Identify planning strategies using software to organize/evaluate data and assess scenarios.
Performs spatial and GIS-based data analysis.
Responsible for portions of presentations and public facilitation.
Under direction of Senior staff prepare fee proposals, develop work plans, and coordinate planning efforts to support project management.
May direct and review the work of Drafters and less experience Planners.
Other duties as required.
Bachelor’s Degree in Urban Planning, Engineering or Business is required
Masters level professional is preferred, and that degree may be substituted for up to two years of experience.
Minimum of 3 years of transportation planner experience is required
Ability to utilize computer systems as a tool to effectively manage projects.
Must keep current in the planning specialty through continuing education
Must have developed the following advanced skills; oral and written communication skills, planning, team work, decision making, judgment and problem solving
Ability to gain registration as an AICP or similar certification required within 1 year
Must be resourceful and self-directed
