Program-level manager ensuring alignment of scope, schedule, budget, and quality expectations over a complex program; overseeing and coordinating a broad range of planning and design projects within a specific corridor to ensure that the projects meet established criteria and standards; coordinating program-level direction and communications consistently and proactively across many stakeholders, both internal and public; and adjusting resources to address needs as the program evolves. Conducts complex studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, or ongoing programs providing technical consultation and utilizing technical expertise. Performs project management functions when necessary.
Principal Duties and Responsibilities
Perform work which involves complex and unconventional types of plans, investigations, surveys, with complex features for which there may be no precedents.
Provide technical expertise in the preparation of feasibility studies and reports in coordination with other project engineers and/or planners.
Prepare submittal documents to obtain approvals.
Meet with reviewers to obtain project approvals and coordinate plan changes with engineers.
Prepare policy language.
Identify planning strategies using software to manipulate data and assess scenarios.
Performs spatial and GIS-based data analysis.
Prepare presentations and assist in public facilitation.
Works directly with clients to solicit and assess planning needs.
Prepare fee proposals, develop work plans, and coordinate planning efforts to support project management.
May direct and review the work of other less experienced Planners, Engineers, and Technicians.
Other duties as required.
Bachelor’s Degree in Planning or Engineering is required
Masters level professional is preferred
Minimum of 10 years of experience.
Ability to utilize computer systems as a tool to effectively manage projects.
Must have developed the following advanced skills; oral and written communication skills, planning, team work, decision making, judgment and problem solving
Registration as an PE or AICP preferred
Must be resourceful and self-directed
