Jacobs Senior Counterintelligence Support Specialist - Counterintelligence Support Teams (CIST)- TS/SCI (Iraq) in Baghdad, Iraq

Your Impact:

  • Duties/Tasks and Responsibilities:* Conduct CI interviews.* Perform initial interview of walk-ins and upload results into the Tactical CI Operational Portal (TCOP) or other-directed database of record. Submit to supported Operational Control Team (OCT) for immediate distribution.* Wall-calls. Interview individuals completely to obtain all required information in accordance with SOPs, and upload results into TCOP. Assist CI Teams in conducting CI interviews, upload results into TCOP, and submit to supported OCT for immediate distribution.* Provide ad hoc/anticipated deliverables in coordination with the Government Lead and the COR/ACOR* Provide a memorandum for record (MFR) for each interview, Draft IIR, SPOT report, and/or referral if appropriate. Reports are reviewed by and released at the discretion of the support Operational Management Team (OMT) or CJ2X* Provide oversight and administrative support for contractor personnel assigned to CI Support Teams (CISTs).* Maintain accountability of CIST personnel and provide contractor supervision to its personnel to include cognizance of well-being of all CIST personnel and linguists when assigned to support CIST operations.* Support in-processing of CIST personnel.* Provide oversight and supervision for contractor CIST operations.* Review all CIST operations files and Reports Logs to ensure compliance with published SOPs and Regulations.* Review/perform QA/QC for memoranda, reports, and assessments for completeness providing revisions, when/if needed.* As required, provide written and oral reports IAW established SOPs, policies, and Regulations.* As required, brief senior leaders covering minimally, the who, what, where, when, and why (5Ws) and any other significant information.* As required, maintain situational awareness of any key issues* As required, coordinate with senior leadership and other senior intelligence officials to ensure CI activities support J2X, battlespace owner S2X, or the MI commander and supported Command.* Provide leadership detailed information on ongoing operations and implement guidance received from leadership.* Provide CI guidance and flow relevant CI information to supported Command as required.* Develop recording mechanisms for Tactics, Techniques, and Procedures (TTPs) and lessons learned in the conduct of operations. Include all lessons learned (positive & negative), as well as best-practice TTPs in an accessible forum as directed and agreed upon by the ACOR.* Act as Site lead, manage other contractors as assigned by Program Manager, or Regional Manager.* Produce Ad Hoc/anticipated deliverables in coordination with the Government Lead and the COR/ACOR to include any of the following: memorandums, reports, assessments, weekly activity reports (WAR), Concept of Operations (CONOPs), TTP/SOPs identified and/or lessons learned.

Here’s What You’ll Need:

  • Bachelor’s Degree or 8 years of intelligence analysis experience.

  • At least 8 years of experience with former U.S. Army MOS 35L, 351L, 97B, 35E, 35M, 351L/M, 97E OR civilian 1811/0132 or 18F = SF INTEL NCO or 180A SF WO with ASOT-III OR USAF - 71S4 or 7S0X1- Special Investigator (SI), USMC - 0205 Master Analyst, 0210 Counterintelligence/Human Intelligence (CI/HUMINT) Operations Officer, 0211 CI/HUMINT Specialist, 0231 Intelligence Specialist, 0239 Intelligence Analyst, 0291 Intelligence Chief or other equivalent DoD Joint Service or other Service specialty codes.

  • Knowledge of Army/Joint CI procedures, doctrine, and practices.

  • Knowledge of basic CI analysis, data mining, and DoD common intelligence systems.

  • Experience working with and through interpreters.

  • Experience with interview and solicitation techniques.

  • Experience with CI principles and methods.

  • Experience in developing screening/interviewing/debriefing plans.

  • Proficient in briefing senior military leadership at the 06/COL level.

  • Experience with the evaluation of information requiring further investigation.

  • Working knowledge of and/or experience in supporting the CENTCOM AOR.

  • Experience supporting CI operations or acting in the capacity of/performing the mission of a CI agent.

  • Deployment experience in either, Afghanistan or Iraq/SWA supporting regional issues, and/or CI/HUMINT, CT, political and military analysis.

  • TS/SCI clearance

Desired Requirements

  • Desired Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

  • Desired Education: Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.

  • Government CI credentialing course such as CI Special Agent Course (CISAC) or other accredited DOD CI credentialing course.
