Client Overview

The current Jacobs Framework supports the Client in the following Discipline Areas:

  • Project Management

  • Project Engineering

  • Quality Management & Engineering

  • HSE Management & Engineering

The client owns and operates 8 nuclear, 2 coal and 1 gas-fired power stations, plus gas storage facilities, renewable assets and two administration offices. The coming together of the coal, gas and renewable assets with nuclear stations makes it the largest electricity supplier by volume and the biggest generator of low carbon electricity in Britain, providing 25% of the UK’s total electricity.

Role Overview

This Project Engineer post is required to support works undertaken across a range of projects being delivered by Client Investment Delivery (ID) during 2019 & beyond.

The candidate should have good leadership qualities, be highly motivated, well organised and capable of working within a closely knit team. They need to be able to respond well to the demands of working in the environment of a nuclear power plant.

Essential traits - being able to communicate, build relationships, be proactive and be part of a team. Success in the role will depend on a flexible working approach.

Project(s) in Scope: Programme 10: Research & Development (R&D) – 5 projects – value £970k for FY18/19:

The programme is made up of five projects that each have multiple deliverables.

  • W111: Development and Implementation (task)

  • W112: Characterisation and Understanding (project)

  • W113: People and Robotics (project)

  • W114: Defuelling and Optimisation (job then project)

  • W115: C&M Preps to Retrieval (job then project)

The current scope is anticipated to include, but not limited to, overarching technical support specific to the five projects. This will include technical management of work package to plan and execute deliverables.

More specifically the engineering and technical support throughout Programme 10 might include:

  • Management of Jobs (specifically W114 and W115)

  • Assessment of technical reports from a decommissioning development and management perspective;

  • Provide a supplier / Client interface, utilising technical expertise, to develop R&D management plans and which includes identification of technical risks;

  • Preparation of IRM papers and supporting schedules / cost estimates in conjunction with technical SQEPs and project controls team.

  • Determine current and future strategies to site care and maintenance activities, taking note of current UK legislation.

Project Overview:

The Waste & Decommissioning Research and Development (R&D) is one of the seven critical enablers identified by the Client to deliver decommissioning transition and its associated work scope.

R&D is commissioned to underpin the stated technical baselines or the development of existing technologies and methodologies for the Client defuelling and decommissioning deployment.

The scope includes ‘soft’ R&D due to the strong people and social influence on successful decommissioning.

The principal objectives for this programme are:

1.Capture and management of the holistic waste & decommissioning R&D programme through a revised Technology Baseline and Underpinning R&D.

2.Transfer of nuclear sector and cross-sector R&D operational experience and benchmarking to inform Baseline Decommissioning Plan development.

3.Scoping and completion of R&D within cross-functional themes that enable value for money through consolidation of specific R&D needs:

  • Characterisation

  • People and Robotics

  • Defuelling & Optimisation

  • Care & Maintenance (C&M) to Retrievals

  • Reports to: Client – Team Leader

  • Department/Team: Investment Delivery (ID)

  • Engineering or science degree qualified with relevant industry experience– HNC as minimum or equivalent.

  • Nuclear site licence experience; preferably in a decommissioning or related area.

  • Demonstrable experience EDF Investment Delivery (ID) process, or gated process familiarity.

  • Suitable relevant technical experience including the preparation of technical documentation, the review and approval of technical proposals and procedures.

  • Able to develop new ideas; both in generating suggestions and sharing good practice.

  • Works well in a team; displaying an open, honest and collaborative style with both internal and external stakeholders.

  • Able to communicate with individuals and groups to make a positive impact at meetings, workshops etc.

  • Able to address problems in a logical manner, viewing them from several aspects and recommend suitable actions.

  • Strong communication skills, both verbal and written, able to communicate with a wide range of stakeholders (e.g. both technical and business).

  • Knowledge of Health and Safety legislation including CDM and HSWA

  • Proficient user of MS Office.

  • Ability to discuss ideas and plans competently and with confidence.

  • Accuracy, tenacity, diplomacy, results oriented.

  • Good organisational and time management skills.

  • Fluent English – written & verbal.


  • Management and delivery of decommissioning (defuelling and deconstruction) related work.

  • Technical specification and management of decommissioning or R&D activities as required.

  • PMQ (APMP-level D) qualified or equivalent

  • Strong understanding of the need for Quality within the project environment and familiarity with the use and structure of Quality Assurance documentation.

  • Membership of an appropriate professional institution.

  • Knowledge of budgets, cost control and commercial awareness.

  • French language – written & verbal.

Additional Requirements:

  • Must recognise the importance of nuclear safety and zero harm.

Security Clearance:

  • BPSS level security clearance.
