Jacobs’ Bellevue office is seeking a mid- to senior-level Biologist & Environmental Permitting Project Lead who can provide leadership and support for public and private sector infrastructure projects primarily in Western Washington.

This is your opportunity to act as a technical support resource specialist in the field of wetland ecology and mitigation, biology, regulatory compliance, NEPA documentation, and other federal, state, and local permitting, such as critical areas permitting in Washington State. Work will include managing complex projects across the PNW ranging in scale from municipal projects to large infrastructure programs, leading multidisciplinary teams of specialists, and performing both office and field work. Duties will include project/task management, field work, interagency/interdisciplinary coordination, business development, and opportunities to build a team and mentor staff. Key responsibilities of this position include:

  • Collaboration with multi-disciplinary teams of engineers, scientists, planners, and other professionals to assemble regulatory compliant environmental plans, reports, and permits. This includes permitting at the local, state, and federal level.

  • Acting as a biology and/or permitting task lead on projects.

  • Leading fieldwork efforts (aquatic resource, habitat, and vegetation surveys) in WA and OR (and potentially ID and MT) following state and federal protocols.

  • Assisting with preparation of environmental documents for compliance with the National Environmental Policy Act (NEPA) including environmental resource reports, Environmental Assessments (EA) and Environmental Impact Statements (EIS).

  • Supporting proposal preparation, client maintenance, and business development activities.

  • Preparing scopes of work and estimating level of effort for task completion.

  • Maintaining excellent communication with clients, regulatory agencies and local government officials, employees, subcontractors.

The base salary range for this position is $82,000 to $143,400 for an Associate level position and $100,400 to $175,600 for a Career level position. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Here’s what you’ll need :

  • BS or MS in Biology, Ecology, Environmental Science or related scientific discipline or technical field.

  • At least 8 years of environmental consulting emphasizing aquatic resource delineation and permitting experience, ideally including at least 5 years practicing in Washington State and at least 3 years demonstrating progressive growth as environmental permitting task lead or project manager for complex infrastructure projects or programs.

  • Knowledge of local, state and federal permitting programs such as the Clean Water Act Section 401/402/404, SEPA, Critical Areas, and Shoreline permitting.

  • Ability to lead aquatic resource surveys, requiring strong knowledge of PNW vegetation, soils, wetland community types, and stream characteristics. Experience utilizing handheld GPS equipment and software is highly desired.

  • Experience developing and maintaining stakeholder relations, including preparing for and leading external-facing meetings (i.e., client, regulatory official, community, and subcontractor).

  • Demonstrated experience working successfully in a team environment, interest in mentoring staff and inclusive team-building.

  • Ability to succeed in a consulting environment, including balancing multiple project assignments, meeting strict deadlines, and traveling to client facilities as needed.

  • Ability to work outdoors in adverse conditions across the western states; must be available for occasional travel.

Ideally, you’ll also have:

  • Experience with multiple modes of project delivery, including traditional design-bid-build and progressive design-build delivery.

  • WSDOT Biological Senior Author Certification.

  • Certification as a Professional Wetland Scientist from the Society of Wetland Scientists.

  • Fish salvage electrofishing lead qualifications.

  • Ability to travel as needed for project assignments and pursuits.

  • Biology and permitting experience in other regions, such as California, Oregon, Idaho, Montana, Alaska, and Hawaii.
