Your Impact:

Summary/General Description of Job:

  • The incumbent works under the general direction of the Jacobs Business Manager, to perform a variety of contract and procurement functions. The incumbent performs duties associated with pre-award and post-award contracting functions for the procurement of service and construction projects, commodity purchases and, contract administration of these purchase orders and subcontracts through closeout. The incumbent also provides technical, administrative and supervisory support to ensure contract deadlines are met in a timely manner. Supervises and provides guidance to buyers and supply operations. Resolves personnel problems, interviews potential employees, evaluates personnel performance, complies with company-wide safety program to maintain an accident-free environment and reviews departmental operations and recommends changes to management.

Essential Duties & Job Functions:

The following summarizes duties which are coordinated with the Business Manager. These duties include, but are not limited to:

  • Supervises and provides guidance to Buyers on purchasing/contract matters, and reviews and signs procurement actions. Assigns and schedules work for staff.

  • Reviews, develops, issues, and revises contracts and contract proposals in a timely manner, including prime contracts and subcontracts.

  • Acts as point of contact with subcontractors for updates or required work and government deadlines, as assigned.

  • Researches and resolves contracting issues as they arise and reports issues to the Business Manager.

  • Provides a monthly report to Project Management recording assigned work and upcoming, ongoing projects.

  • Obtains quotes/proposals; negotiates and administers assigned subcontracts/purchase orders.

  • Analyzes requirements, recommends revisions to the statement of work or specifications as necessary, and decides on the type of contract, milestones, and procurement plan.

  • Submits the Request for Quotes (RFQs) for services and construction work under the Simplified Acquisition Threshold (SAT). Submits Request for Proposals (RFPs) for services and construction work over the SAT.

  • Supervises and assists pre-award duties for RFPs over the SAT, including, but not limited to:

  • Reviews requests for subcontract and engineering plans, specifications, and drawings.

  • Analyzes the requirements, recommends revisions to the statement of work or specification as needed, and decides on the type of contract.

  • Prepares solicitation documents and solicits proposals from prospective contractors.

  • Attends pre-proposal job walks to ensure all bidders are treated equally.

  • Analyzes proposals for conformance with the solicitation.

  • Review procurement metrics for completeness, efficiency, and sustainability, and implement changes for improvement

  • Performs cost or price analysis, including review of cost breakdowns to determine reasonableness of price.

  • Establishes contractor responsibilities and develops negotiation strategy.

  • Negotiates with potential contractors.

  • Prepares contract award documents.

  • Supervisors and Assists post-award duties for RFPs over the SAT, including, but not limited to:

  • Facilitates pre-performance conference.

  • Works with engineering inspectors/QC representatives to resolve contract deficiencies.

  • Reviews contractors’ insurance, performance, and payment bonds.

  • Interprets contract provisions for contractors and provides appropriate advice and guidance.

  • Negotiates contract modifications.

  • Closes out contracts or issues termination notices and reviews settlement proposals.

  • Provides general direction and oversight over all functional areas including Purchasing and Subcontracts.

  • Acts as a technical advisor to the Business Manager relating to all procurement matters.

  • Displaying discretion in protecting Jacobs propriety information and controlled unclassified information.

  • Complying with established procedures and FAR/DFARS.

  • Prioritization and completion of assigned projects in a timely, cost effective and efficient manner.

  • Excellent communication skills in the English language in order to provide clear and concise instruction, both written and verbal.

  • Excellent leadership, management, organizational, and supervision skills.

  • Dealing with a variety of people in a professional, courteous manner in diversified situations, conflict resolution

  • Adherence to established Jacobs Technology, Inc. safety.

  • Harmoniously working with other employees and customers.

  • Skilled in the use of MS Word and Excel at the intermediate or higher level.

  • Exercising independent judgement and handling of confidential information.

Here’s What You’ll Need:

Job Requirements (Education, Experience, Professional Associations):

Mandatory

  • Bachelor’s degree in Business Administration or related field, and five (5) years’ experience working with government contracts.

  • An equivalent combination of education and experience may be substituted for the Bachelor’s degree.

  • One (1) year experience directing the work of others or acting as a Lead in a procurement discipline.

  • Familiar with Government Contracting to include FARS/DFARS

Must be skilled in the use of MS Word, Excel and Access at the intermediate or higher level.

  • Valid state Driver’s License with acceptable driving record pertinent to the position.

  • Ability to successfully pass any background checks and/or drug testing required

  • U.S. Citizenship

Preferred

  • Two (2) years’ direct supervision over two (2) or more personnel.

  • Contracting certification.
