A Joint Venture Partner provides design and construction management services for the DWM Water Main Replacement program. The primary responsibility of this position is to lead the Water Main Construction Management team that is responsible for approximately of 60 miles of water main installation projects per construction year. The team is comprised of 24 inspectors, field personnel, and project engineers. The position is deadline driven and requires a high degree of organization and leadership to maintain multiple fronts of client interface, cross-discipline coordination, project delivery, and staff development.
Responsibilities of the Water Main Construction Manager can include the following tasks:
Work collaboratively with the contractor(s), local government(s), other agencies having jurisdiction, and DWM to solve project challenges representing the City's best interest.
Provide aldermanic outreach and coordination. Knowledge of local communities and organizations is a plus.
Solve complex challenges relating to construction, project schedule, and utilities construction coordination as an effective leader of the project team.
Lead the inspections and engineering support team in the activities of observation and monitoring of contractors constructing water main replacements to ensure that the project is being constructed in accordance with the approved plans and specifications and that critical project milestones are or will be met.
Engage with DWM’s Engineering staff to facilitate conflict resolution and utility interferences during construction.
Ensure that change orders and scope changes are appropriately processed prior to affecting critical project schedule and are approved by DWM.
Promote and ensure a high level of product quality through frequent measurement and evaluation of construction review, quality assurance, and quality control procedures; lead by example in this area.
Interface on at least a daily basis with DWM stakeholders for problem resolution, planning and goal setting, and expectation management.
Mentor the water main CM Group development by providing oversight and guidance, as well as training in DWM water main construction guidelines and procedures.
Provide guidance and review of coordination projects with other entities and agencies.
Manage existing construction delivery workflow and pursue opportunities for continuous improvement.
Support the Group Construction Manager in staff recruitment and hiring process when necessary.
Coordinate closely between DWM, CDOT, People’s Gas, ComEd, other utilities, and the CTR Force Account, Engineering, Planning, Program Controls, and Construction Management teams.
Daily interaction with the Construction Manager and CTR leadership team for program delivery coordination, strategy development and execution, and CTR team well-being.
B.S. degree in civil, mechanical engineering or construction management required.
Minimum 10 years of experience in progressively increased project delivery roles, with at least three years of detailed utility CM experience (utility experience does not have to be contiguous) required.
Demonstrated leadership and management of large construction management teams required.
Proven ability to interface with government agencies and public entities required.
Detailed understanding of total project delivery requirements, including planning, design, and construction required.
Commitment to and experience with team and staff development required.
Demonstrated capabilities in multi-agency environments required.
Strong interpersonal and communication skills, both oral and written required.
Ability to track and manage General Contractors and subcontractors required.
Extensive working experience with utility infrastructure development; particularly in major urban environments required.
Program or large project delivery environment experience preferred.
Familiarity with Primavera® Version 6 and ArcGIS® preferred.
Familiarity with the City of Chicago, its water system, and construction specifications preferred.
Familiarity with Illinois EPA and Illinois Pollution Control Board regulations preferred.
