The Test & Evaluation/Training Threat/Target Systems (T4S) contract supports the Naval Air (NAVAIR) Systems Command, Tactical Air Range Integration Facility (TARIF), located at NAWCWD, China Lake, California. T4S applies systems engineering principles and practices that may include emerging technology to deliver components used in creating complex simulated combat environments and Combat Training Systems (CTSs). Customers include NAVAIR Headquarters (HQ PMAs), NAVSEA Organizations, HQ Air Combat Command (ACC), HQ Pacific Air Force (PACAF), and United States Air Forces Europe (USAFE) that require a CTS for combat readiness training requirements. Jacobs is seeking a Software Support Engineer to support the Test & Evaluation/Training Threat/Target Systems (T4S) contract.
Candidate will provide software engineering support for the sustainment and enhancement of Radar Acquisition and Display System (RADS) software applications used by Navy and Air Force Tactical Training Ranges (TTRs) and other DoD training and test ranges.
Serve as a Systems Engineer in support of the development, and enhancement of the RADS application.
Support Project Managers with their tasks to develop program plans, schedules, and budgets, document requirements; and track and report progress against the project plan.
Conduct interface requirements analysis and develop interface control documents.
Assist in the development of formal test requirements for the RADS software applications and related subsystems in the form of test data, predictions of expected system behavior, and detailed instructions for testing.
Apply software programming skills to support the sustainment of related subsystems and TARIF software applications.
Move range data and functional tasks between computer systems and operating systems (DOS, Windows, Linux, Unix).
Exercise personal initiative and demonstrate ingenuity in handling system testing problems posed by the limitations of the systems and at times the inadequacy of documentation describing them.
Document problems encountered during testing and provide recommendations for solution as appropriate.
Review technical information in the form of test and design documents and provide assessments of their adequacy.
Provide technical expertise for formal and informal acceptance tests of various range systems and subsystems.
Assist fellow TARIF Team members in the performance of their tasks as required to satisfy project schedules.
Support the evolution of TARIF software applications through participant expansion and weapons engageability among participants.
Assist scientific/engineering/technical personnel in defining system functional requirements, identifying problems, causes, and solutions.
Assist in the development of TARIF software applications data collection, processing, distribution, and display system functional requirements and subsystem interface requirements.

Here’s What You’ll Need:
Required Education and Experience
BS degree in IT, IT Security, Network Systems Technology or related field or equivalent experience; or any equivalent combination of education, experience, training and certifications.
Must have minimum 5 years experience developing complex, real time software for defense related systems, object oriented language and multi-threaded socket programming.
Possess an in-depth understanding of computer and network systems architectures, operating systems, networks, and data management systems.
Must display software development skills that entails developing, coding, and testing of dynamically linked libraries (DLLs)
Must have experience in an integrated development environment such as Microsoft Visual Studio
Must possess extensive knowledge about the processing of disparate type of information of numerous sources using software development techniques
Must be knowledgeable about multiple languages (ADA, C, C++, and Fortran) and operating systems (Windows, Red Hat Linux) to include real-time operating systems, device drivers and hardware/software integration. Demonstrate flexibility, persistence, and patience in accommodating the complications caused by competition from system designers and maintenance personnel for test resources and by the evolution of the system under test.
- An active/current Secret security clearance or must be able to obtain/maintain a Secret security clearance prior to hire/start date.
Office setting that includes sedentary physical effort. However, may include lifting of weight up to thirty (40) pounds as necessary. Individual must be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. Periodic/occasional travel may be required to include both continental US and/or overseas locations.
Generally, an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Will work 9 hours Mon thru Thurs week one and 8 hours on Friday then work 9 hours Mon thru Thur on week 2 with Friday off. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements. With the exception of STD/LTD/FMLA & approved time off, attendance is considered essential.

Equipment and Machine:
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Must demonstrate professional behavior at all times when dealing with customers, management, and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel (up to 10%) to and from customer locations and test locations (government and vendor) may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
