Jacobs Reporting Lead – PMO (Remote) in Cincinnati, Ohio

Jacobs is serving as the program management office (PMO). This PMO role encompasses a host of varied responsibilities from governance and organizational development to program controls and environmental permitting. The client leadership expects Jacobs to provide advice, guidance, direction, and experience in how to approach and implement a program construct, plus supply the personnel resources and implement the protocols to make the client a well-functioning effort. The Jacob role also includes connecting, relating, and supporting the project partners in their application of program functionality and assurance that project execution is meeting the DOE compliance requirements.

Program Reporting Lead Role Description:

The primary focus for the role holder will be providing guidance, management, and administration of the project level and overall program level of reporting. The Reporting Lead is responsible for implementing and managing the PMO and project partners to satisfy expectations and meet DOE compliance requirements in the management, development, compilation, and production of program report(s) covering progress, cost, cash flow, earned value, risk, schedule and other relevant information. This role involves working with functional tasks leads, in maintaining program and project management methodologies that are influenced by reporting and/or have an influence upon reporting. This role will interface on a regular basis with the PMO leadership, leadership and project partners.

This role will span the full life cycle of the program and will include working in a lead role with the client to provide guidance throughout the various program phases from initiation through execution.

The role requires knowledge and experience of developing and implementing reporting processes, structure, and templates within a major federal government funded program.

Reporting Structure:

The Reporting Lead will report to the PMO Controls Manager.

Reporting Lead Specific Responsibilities:

• Lead the development of an overall harmonized reporting structure and reporting tools which may include, quarterly and monthly reports

• Manage the development, compilation, and production of program report(s) methodologies and templates

• Lead the selection, development, and institutionalization of reporting management system, include the application of the appropriate user interfaces through dashboards

• Assure the development and application of reporting methods and processes meet all DOE requirements

• Develop the Program Key Performance Indicators in coordination with program functions

• Lead the effort to identify opportunities to increase transparency, accuracy and timeliness of progress reporting in conjunction with program and project level teams

• Manage to a budget associated with reporting expenditures

• Liaise with program controls work stream leads—estimating, planning/scheduling, cost control, and risk management and any other work streams (internal and external) providing information

• Manage the report(s)’ review process which includes several internal and external stakeholders

• Take direct action to develop mitigation methodologies with the project or management team if reporting is not functioning as required

• Advise the program leadership and project liaisons to take specific actions to effectively implement and manage reporting

• Report to management on variances from the established reporting norms and the reasons for those variances

• Promote a culture of continuous learning and improvement within the team

• Adhere to and demonstrate the cultural and behavioral norms and expectations of the program values

• Bachelor’s degree in construction management, engineering, project management, or related technical field; experience in lieu of degree is acceptable

• 10+ years of progressive experience with increasing responsibility

• Strong working knowledge of and commitment to program management methodologies, including controls and change management

• Ability to initiate, support, and maintain strong personal and professional relationships with partners and stakeholders

• Proficient in desktop publishing software, Visio and professional graphics software in addition to Microsoft Office applications (Excel, Word, PowerPoint, Access)

• Advanced analytical skills - must be able to understand and interpret data

• Ability to communicate effectively with various personnel, including dealing with people effectively and tactfully in difficult and stressful situations

• Excellent time management and organizational skills, attention to detail and ability to work under time pressure

• Flexible, agile, and adaptable to changing priorities in a highly fast-paced and deadline-driven environment

• Problem-solver and decision-maker able to identify hurdles, work collaboratively within the PMO, and make decisions on how to reach solvency

• Significant demonstrated experience managing a DOE or other federally funded major program preferred

• Active membership in AACE, PMI, or similar association is a plus

Authorities:

• Validates project partner and program level reporting meets compliance of DOE requirements

Unique Application:

The uniqueness of this program opportunity is difficult to overstate. The effort is a combination of developing a client organization at the same time as establishing programmatic functionality for the program owned by the client. Secondly, the projects within the program are being delivered by wholly separate project partners that require the structure and continuity and funding associated with the program but will have their own methods of delivery. Finally, the premise of the program is to establish an entirely new marketplace with an associated supply chain in hydrogen. The combination of all these unique factors raises the importance of the Reporting Lead role to critical.
