Full vaccination (against COVID-19) is defined as: an individual must be either two weeks past the last shot of a two-shot vaccination sequence, or two weeks past the only shot of a one-shot vaccination sequence.
Description of Duties:
The Lead IT Project Estimator supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:
Manage the daily activities of an estimating department for an Information Technology organization.
Implement technical estimating standards and procedures and oversees the work of project estimators.
Solicit supplier bids and proposals for labor, material and equipment and evaluate proposals to ensure they meet project specifications and budget requirements.
Develop process enhancements and coach estimator performance to drive incremental revenue and profits through the bid to order process
Drive accuracy and response time improvements through process innovation and implementation
Continuously improve estimating processes through analysis of performance metrics and implementation of best practices
Have skills & expertise for managing an assigned staff for planning, organization, writing, editing, & production of a cohesive proposal with appropriate disclosures, explanatory responses, & supporting data to justify adequacy, realism, reasonableness, & audit validation
The successful candidate will:
Serve as a leader and technical expert in estimating
Monitor pricing trends and continuously updates the global estimating community
Estimate time, labor, subcontract labor, travel, shipping, IT materials, and product costs to determine the overall cost for IT projects.
Be able to manage multiple projects simultaneously using good time management skills.
Exhibit a cognitive ownership of their project deliverables and partner with matrixed resources to deliver results according to customer expectations.
Be proficient in MS Office with a focus on Word, Excel, Outlook, and Project.
Have strong math skills and above average computer skills.
Have critical thinking skills with ability to problem solve and make effective decisions.
Have above average written and verbal communication skills
This position will be filled at Schriever SFB, Colorado Springs, CO
This position is expected to pay $116,300 - $126,300 annually; depending on experience, education, and any certifications that are directly related to the position.

Here’s What You’ll Need:
Must have one of the following combinations of education and experience: HS Diploma (or GED) and 12 years of general experience; Associate's degree and 10 years of general experience; Bachelor's degree and 8 years of general experience; Master's degree and 6 years of general experience

Must have 7 years of directly related experience
Must have 1 year of experience working in a management or leadership role
Must have a thorough understanding of Earned Value Management
Must have, or obtain, an active DoD Secret Clearance
Have a PMP certification
Have an ITIL certification
Have experience with Earned Value Management and Cost Account Manager (CAM)
Have experience managing high dollar-value projects ranging in complexity
Have experience managing geographically separated project teams
Have experience managing projects in traditional waterfall and/or agile methodologies
Have knowledge of Ballistic Missile Defense System (BMDS) Domain
