Jacobs is seeking aSenior Subcontracts Manager in Reston, VA. Duties will include:

  • Provide cradle-to-grave subcontract administration for Federal contracts.

  • Negotiate NDA's, teaming agreements, subcontract agreements, consulting agreements, and CTAs.

  • Work with project teams to support day to day subcontract administration, including receiving requests from project teams for subcontractor agreements and purchase orders, reviewing data in the Procurement Requisition system.

  • Create and issuing PO's in Deltek Costpoint.

  • Maintain details on all accounts for reporting purposes.

  • Provide proposal support to include sending out RFP's/RFQ's to subcontractors.

  • Conduct complex negotiations with subcontractors, including but not limited to terms and conditions and pricing.

  • Engage with our client’s proposal team and appropriate contracts administrator General subcontract administration duties.

  • Manage and mentor 4 subcontracts personnel while also being a working level manager.

  • Manage junior staff, especially regarding procurement compliance issues.

  • Administration of assigned subcontracts and PO's.

  • Provide guidance to project teams in addressing difficult subcontract actions and proactively educate project team on various subcontract and compliance issues, especially CPSR, FAR, DFARS, and/or other Federal Government statutes, laws, regulations and requirements.

  • Correspond with internal and external customers in a timely and professional manner.

  • Review and resolve issues on assigned tasks which affect company compliance and ensure satisfaction of legal requirements, and company and customer objectives.

  • Support project team compliance with key internal processes to include company’s purchasing manual, and support established subcontract procedures.

  • Issue RFPs/RFQ's and all data calls to partners/subcontractors, conduct complex negotiations with subcontractors, including but not limited to terms and conditions and pricing, participate in proposal kick-off and stand-up meetings, contribute to proposal team as requested/required.

  • Prepare and negotiate all agreements to partners/subcontractors, including NDA's, teaming agreements, subcontract agreements, consultant agreements and CTA's.

  • Ensure that services and deliverables are delivered in accordance with the agreement terms and conditions.

  • Monitor and evaluate subcontractor performance.

  • Recommend possible revisions or process improvements to meet company needs.

  • Create Purchase Orders and Change Orders in Deltek Costpoint to provide funding, POP and SOW to subcontractors, maintain tracking of all subcontractors assigned for compliance with terms and conditions, provide inputs for subcontracting reporting as required, create and maintain records for all assigned subcontractors in accordance with company Purchasing Manual.

  • Other duties as assigned


Must have Active TS SCI Clearance

BA or BS degree in the appropriate discipline from anaccredited college or university, plus ten (10) to thirteen (13) years ofprogressive and relevant experience. Additional relevant education may be substituted for progressiveexperience.

  • 10 years of experience in federal contracting/subcontracting

  • Extensive knowledge of FAR, DFARS, CPSR, and contractual and customer requirements

  • Strong analytical ability to review and evaluate all types of subcontract agreements in order to negotiate all terms and conditions and be aware of areas of risk to the company

  • Have working knowledge of all contracting types, such as LH, T&M, FFP, CPFF and cost reimbursable

  • Possess working knowledge of Deltek Costpoint

  • Comprehensive knowledge of company policies and procedures, and work flow processes

  • Proven written and verbal communication skills, and the ability to interact directly and professionally with senior management and all other levels of co-workers, vendors and clients.

  • Proficiency in the use of MS Office product suite (PowerPoint ,Excel, Word, SharePoint)

  • Some PC repair/troubleshooting skills may be required

  • Effective time management skills

  • Preferred Qualifications:

  • Job-related certifications (i.e. CPCM, CFCM)

  • Experience with management of personnel is a plus

Essential Functions

Work Environment:

The work environment isfast-paced and sometimes involves extreme deadline pressures. Ability toread and understand prime contracts. Ability to work well in a collaborativebusiness environment with peers within the subcontracts and contracts group aswell as business developers and project teams.

Physical Requirements:

Most work is done at acomputer. Depending on assignment, work is primarily performed in an officeenvironment and may include conditions varying from an office environment wherework is primarily sedentary to environments where extensive standing and/orwalking; bending; lifting light to heavy objects or being exposed to noise,dust, dirt, etc. is expected.

Equipment and Machines:

General office equipmentincluding PC/laptop, fax, copiers, shredder, printers, telephone and othermiscellaneous equipment. Working to expert knowledge of standard officeautomation software (email/MSWord/MSExcel, etc.).


Attendance andpunctuality are essential in this highly collaborative environment. Overtimework may be required in support of customer deliverables or other priorityassignments as determined by management.
