A key member of the project delivery team, the Project Services Manager – Project Based will manage, provide leadership and be accountable for all Cost, Planning, Estimating, Contract procurement and Contract administration functions for Jacobs Ireland
- A member of the Operations Management Leadership Team, accountable to the Project Director, ensuring that the Project Services needs for the Projects are being satisfied.
Recommendations for hiring, transferring & terminating personnel on the Project
Working with the Director of Project Services on the assignment of Project Services personnel to projects
Identify key Project Control issues to Project and Operations Management in a timely manner to allow corrective action to be implemented
- Supervise and provide technical guidance to all Levels of Project Services personnel on the project
Key Duties and Responsibilities include:
Disseminate Operating Procedures for Project Services and ensure implementation
As necessary, develop work instructions for the project team to reflect ongoing evolution in the project stages, in the market, the legal background, in codes of practice, software development, and/or Client’s business needs.
Provide training for procedures and work instructions
Ensure that systems and personnel are in place and effective, and that all Project Service requirements of Project Management, and the Client are being satisfied
Facilitate Interactive-Planning process
Review and approve Project Control Plans
Oversee production of Capital Estimates
Develop and assist in Contracting Strategy and Source planning
Maintain staffing requirements for Project Services personnel on the project(s)
Attend and support operations status review meetings
Prepare and assist Business Development in the preparation of Proservices estimates and or schedules for proposals
Perform personnel performance evaluations for staff on the project
Support and propagate Jacobs Value-Plus programme
Support and propagate Jacobs Sustainability-Plus programme
Lead, manage and motivate Project Services staff whilst commanding respect from all stakeholders through technical and personal credibility and integrity.

Actively cooperate with members of your Project & Operations Management team
Make a particular point of establishing a mutually respectful relationship with key client personnel with whom you interact

Continually look for ways to improve our work processes
Analyze outside Project Services information for best practices
Be positive and respectful in your discussions with clients and Jacobs
Detailed knowledge of design, procurement, and construction/field service processes and their inherent cost and schedule performance risks
Detailed understanding of Jacobs’ EPCM project delivery process
Knowledgeable and proficient with computers and experienced with:
Spreadsheets, word processing and database software
Risk Analysis (Monte Carlo) software
Commercial and/or proprietary Project Services systems
Knowledge of resource requirements and training required for all Project Services software
Detailed knowledge of preparation of Capital Estimates
Detailed knowledge of Bid Preparation, Bid Response and cost estimating for same.
Proficiency in Contract Management principles and methods including:
Contract Strategy development
Prime Contract analysis, negotiation and flow downs
Proficiency in cost engineering and planning / scheduling principles and methods including:
Budgeting and Forecasting
Change Management Systems / Procedures
Work Breakdown Structures
Earned Value Systems
CPM scheduling techniques
Resource loading and levelling of schedules
Has a technical understanding of all the constituent functions - Cost, Estimating, Planning, Contracts.
Has a technical understanding of the software systems and methods used within all of the constituent functions.
Has a detailed understanding of the inter-relating disciplines and functions and their interaction with Project Services especially as it relates to Cost, Schedule and Estimating.
Capable of supervising and communicating with the Project Services team to ensure complete understanding and fulfilment of operations and project/program objectives
Capable of effectively communicating with all levels of project and operations management and with the client. Must identify potential problems and elevate these to the appropriate level(s) of management
Strong ability to identify efficiencies within work process, and to initiate and manage strategies including learning, mentoring/coaching, and attitudes & behaviours as required to achieve a performance excellence culture
Able to make clear and concise presentations to Jacobs and Client management
Good facilitator with excellent interpersonal, communication, planning and organizational skills
Excellent interpersonal skills and the ability to foster and grow positive relationships within the Project Services team, within the performance unit (PU), across Jacobs, and with our Clients and partners.
Proven ability to acquire and retain talent and to mentor and develop talent.
Here’s What You’ll Need:
BSc or MSc in a recognised Industry field
Chartered Membership of Engineers Ireland, SCSI or equivalent is an advantage
This position requires extensive experience in a Project Services or related field. This should include a minimum of 10 years on a project construction site and a minimum of 10 years’ experience in a related industrial sector.
