Jacobs provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West DesertTest Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test and

Evaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions systems, and related operational concepts. In addition to these responsibilities, we also support non-CB testing at the WDTC for the DOD and other Federal agencies, including environmental assessment/impact evaluation and munitions demilitarization.

The Property Administrator position will perform an array of functions that may include receiving and processing incoming property and materials, packing and shipping property, managing, organizing and retrieving property. Ensure that physical inventories are completed, records are reconciled, and discrepancies are investigated and resolved. Maintain property databases, hand receipts, sub hand receipts and related records within the property system.

The ideal candidate will have strong computer skills and ability to learn and adapt to new programs; be focused and detail oriented with the ability to administer and maintain of a system of control and accountability for contractor and/or government property assigned to his/her accountability area.

The Jacobs Contractor Property Administrator (PA) will have full responsibility for surveillance and control over a very large amount of Government Furnished Property located at Dugway Proving Ground, Dugway Utah. Jacobs’ contractor personnel utilize basic to highly complex property control systems.

Government property in the possession of Jacobs is of significant dollar value and normally includes most of the following property types: industrial plant equipment, other plant equipment, special tooling, special test equipment, consumable material(s), agency-peculiar property, and sensitive property, with each type requiring different methods of management and control.

The CPA ensures compliance with the provisions of the contract for accounting, management, and care of the Government property from the point of acquisition to final disposition. The work involves a variety of property management assignments requiring many different and unrelated processes and methods. Jacobs has a diversity of methods and procedures for controlling various types of property, with the control of the property often diffused among different organizational components.

Property control systems may be comprised of both computerized and manual accounting systems, complicated by the great variety and dissimilarity of the materials, equipment, and facilities involved, which results in an increase in the problems associated with the acquisition, identification, use, maintenance, and disposition of the property. Property is used in diverse operations such as research and development, and testing and production of major weapons systems or other sophisticated systems, sub-systems components and parts; or production and/or overhaul and maintenance of different kinds of equipment systems, subsystems, or specialized products requiring diverse manufacturing processes and plant operations which encompass more than one major commodity or industrial activity. Oversight of Government property at alternate locations may be required.

Qualifications

Education and Experience:

The Property Manager must have at least 2 years of college courses in business administration, industrial management, or appropriate discipline and 8 years of experience in one or more of the areas of procurement, logistics, property control, accounts payable, planning, and forecasting, with 4 of the years in supervision of others, as a property manager on a Government contract; or equivalent years of experience with direct government or contractor supporting government contracts.

Must have experience in government contracts to include property management experience to include tracking, issuing, receiving, storage and monthly to annual inventory. Must be proficient in using MS® Project or similar project management software. Must be competent in basic computer software (MS® Word, Excel, Outlook, PowerPoint, etc

Essential Functions

Physical Requirements:

  • Medium- Exerts up to 50 lbs. of force occasionally, up to 20 lbs. of force frequently, or up to 10 lbs. of force constantly to move objects.

Work Environment:

  • Generally an office environment, but can involve inside or outside work depending on task.

  • An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting).

  • Outside work may include various environmental conditions including hot and cold climates.

  • Needs to be able to work well with co-workers and all levels of management.

  • No hazards on job or unusual environmental conditions.

  • Office is located on site in Government spaces at: Dugway Proving Ground, UT.

Equipment and Machines:

  • Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance:

  • Regular hours will be between Monday-Thursday 7:00 a.m. – 5:30 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.

  • Punctuality and regular attendance are necessary to meet deadlines.

  • Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions:

  • Must demonstrate professional behavior at all times when dealing with customers, management and co-workers.

  • Must have clear, concise and accurate communications skills in English, both verbal and written.

  • Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others.

  • Must maintain a positive work atmosphere by behaving and communicating in a professional manner.

  • Independent personal transportation to office or work site is required.

  • Travel to and from customer’s locations and the test fields may be required to support projects.

  • This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary.

  • When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
