Jacobs provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West Desert Test Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test and Evaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defense systems, incendiary and smoke/obscuration munitions systems, and related operational concepts.

In addition to these responsibilities, we also support non-CB testing at the WDTC for the DOD and other Federal agencies, including environmental assessment/impact evaluation and munitions demilitarization.

Our Dugway Operation was established in 2004 with the award of the Field, Range, Chamber, and Laboratory Support Services (FRC&LSS) contract to Jacobs. Through the FRC&LSS contract, we have integrated with Mellor Engineering, TOPE, and JRAD with a composite staff size of more than 170 personnel.

The Training Coordinator is primarily responsible for developing CB related technical courses, providing curriculum revision and instruction to various customers. Technical curriculum may involve courses relating to chemical, biological agents, CB detector systems, assessing and sampling techniques, use of various personal protective equipment and decontamination processes. This instructor uses a computer to organize and draft a curriculum that breaks a complex subject into blocks or units of instruction, creates graphics, and integrates them into curriculum. Courses may be instructor based, computer-based, simulator based, interactive, or non-interactive. This instructor also teaches short technical courses in accordance with approved curriculum to maintain proficiency and to evaluate and develop new instructional techniques/courses. Job duties also include the following: incorporation of new curriculum in the teaching process (e.g., develops clarification or examples of application related to the subject matter), development and maintenance of classroom techniques that reflect professionalism and good discipline and enhance teaching, development of alternative teaching techniques and scenarios to maintain high motivation and interest in the subject areas, and while acting as the testing officer, the conducting of test analysis and development or revision of test items.

Skills and Qualifications:

JACOBS is looking for a candidate with experience and able to perform various types of tasks, including but not limited to:

  • Provide direct support to Government (GOV) Program Manager (PM) in SPD Programs.

  • Participate in staff, event coordination, training, and concept meetings.

  • Provide support to GOV PM in the development of Tactics, Techniques, and Procedures Development (TTPD) materials, access rosters, event agendas, facility schedules, safety procedures, SOP’s, After Action Reports and any other documentation pertinent to overall TTPD event success.

  • Provide administrative support to handle logistics, TTPD material production, scheduling, shipping, purchasing research and reporting.

  • Provide support in gathering TTPD information from SME’s for inclusion in the production of student handout materials including books, reference cards and CD’s.

  • Plan and coordinate with POC personnel located at DPG or off-site in support of TTPD events including scheduling of facilities and ranges.

  • Assist in coordinating all local Range Support function including but not limited to generator support, fuel support, latrines, water, all heavy equipment support, and any other West Desert Test Center (WDTC) division support requirements needed for successful event execution.

  • Coordinate Safety and UXO briefs prior to all TTPD events.

  • Provide coordination and support for the sustainment, operation and inventory of the program’s facilities, equipment, and materials.

  • Travel as necessary in direct support of off-site event execution, planning meetings and/or training.

  • Must clearly demonstrate written and oral communication abilities. Demonstrates ability to problem solve and effectively execute multiple phases of training and testing directives.

  • Must be capable of assisting in project completion under general supervisory guidance. Serves as an assistant to subject matter expertise in an area critical to testing, training and problem solving. Must be competent in basic software) MS Word, Excel, Outlook, PowerPoint, etc.

  • Required Clearance: Must be able to obtain and maintain a Secret Security Clearance.
