This is a working project leadership position to perform the full spectrum of project management and systems engineering principles to assist the project manager at the NASA Armstrong Flight Research Center (AFRC), Edwards, CA. Employee shall also assist the project manager by performing program control functions (programmatics, schedule and cost) for one of NASA's newest manned X-Plane programs. The aircraft system being developed and tested involve highly complex and unique electrical propulsion systems, integration of subsystems from multiple third party vendors, and high-level coordination with NASA HQ and other NASA flight research centers.

Duties & Responsibilities:

  • Provide general program/project management assistance, systems engineering support, and program/project control (programmatics, schedule and cost) support.

  • Provide oversight to improve budget and cost control to adhere to program/project budgets;

  • Provide oversight to improve program/project timeliness and schedule(s);

  • Provide oversight to improve technical quality by working with stakeholders to define project features.

  • Apply intensive and diverse knowledge of engineering technology, systems engineering and program/project control support;

  • Assist the Program/Project Manager in planning, monitoring, developing and coordinating project activities to ensure that the customer’s goals or objectives are accomplished within prescribed time frame and funding parameters;

  • Provide programmatic support that will take the form of assistance in planning, monitoring, developing and coordinating program/project plans and schedules, defining work and resource requirements, supporting the project PID/ROM/SOW (Bid/Proposal) process, support of program/project office budget and manpower management activities, support of test asset management, and monitoring and reporting on the progress of on-going test activities;

  • Review program/project instructions to ascertain requirements, specifications, procedures, objectives, equipment, nature of technical problem, and possible solutions;

  • Document user requirements, generate requirements, and perform requirements decomposition and allocation to fully document operational and functional needs for systems in specific technical areas;

  • Create reports and other documentation necessary to describe the results of studies and/or tests;

  • Create project schedules to tack progress on projects and to ensure that deadlines are met;

  • Analyze indicated and calculated results in relation to requirements, specifications or test objectives;

  • Mentors engineers in specific technical areas and/or the system engineering process and project management principles;

  • Follow the safe practices and rules contained in the Jacobs Corporate Health & Safety Plan and other such rules and practices communicated on the job.

  • Report status to the Program/Project Manager as required.

Qualifications

Education and Experience:

  • Bachelor's Degree with 15 years related experience; or

  • Master's Degree with 12 years related experience; or

  • PhD with 10 years related experience

KSA's:

  • Requires the mastery of engineering and programmatic principles, and systems engineering processes.

  • Able to design, plan, generate and validate test procedures to ensure that all system requirements are met.

  • Able to work in a dynamic and multi-task work environment by prioritizing work and coordinating task/project schedules.

  • Familiar with the Federal Acquisition Regulation (FAR), budgeting process and flow of requirements and funding through the NASA/AFRC system and direct NASA experience is preferred.

  • A background in systems engineering or engineering management is highly desired.

  • Direct NASA experience is preferred.

Attendance

  • Normal hours are Monday – Friday, between the core hours of 7:00am – 6:00pm.

  • This position may work weekends or second shift. Flexibility is required based upon workload.
