This is a working-level project management support position to perform schedule management to assist the project manager at the NASA Armstrong Flight Research Center (AFRC), Edwards, CA for one of NASA's newest manned X-Plane programs. The aircraft system being developed and tested involve highly complex and unique electrical propulsion systems, integration of subsystems from multiple third party vendors, and high-level coordination with NASA HQ and other NASA flight research centers, with a highly complex schedule driving towards key project deliverables and attention from NASA HQ.

Responsibilities include (but are not limited to):

  • Provide general program/project management assistance and program/project control (programmatics, schedule and cost) support.

  • Provide oversight to improve budget and cost control to adhere to program/project budgets;

  • Provide oversight to improve program/project timeliness and schedule(s);

  • Provide oversight to improve technical quality by working with stakeholders to define project features;

  • Apply intensive and diverse knowledge of engineering technology, systems engineering and program/project control support;

  • Identify, track, and recommend mitigations for programmatic risks;

  • Assist the Program/Project Manager in planning, monitoring, developing and coordinating project activities to ensure that the customer’s goals or objectives are accomplished within prescribed time frame and funding parameters;

  • Provide programmatic support that will take the form of assistance in planning, monitoring, developing and coordinating program/project plans and schedules, defining work and resource requirements, supporting the project PID/ROM/SOW (Bid/Proposal) process, support of program/project office budget and manpower management activities, support of test asset management, and monitoring and reporting on the progress of on-going test activities;

  • Review program/project instructions to ascertain requirements, specifications, procedures, objectives, equipment, nature of technical problem, and possible solutions;

  • Document user requirements, generate requirements, and perform requirements decomposition and allocation to fully document operational and functional needs for systems in specific technical areas;

  • Create reports and other documentation necessary to describe the results of studies and/or tests;

  • Create project schedules to tack progress on projects and to ensure that deadlines are met;

  • Analyze indicated and calculated results in relation to requirements, specifications or test objectives;

  • Follow the safe practices and rules contained in the Jacobs Corporate Health & Safety Plan and other such rules and practices communicated on the job.

  • Report status to the Program/Project Manager as required.

  • Familiar with the Federal Acquisition Regulation (FAR), budgeting process and flow of requirements and funding through the NASA/AFRC system.

Qualifications

Education and Experience:

  • BS or BA Degree and 10 years related work experience; or MS/MA and 7 years related work experience.

Knowledge, Skills & Abilities Required:

  • Prefer previous Lead Analyst experience;

  • Multi-task oriented and capable of prioritizing;

  • Ability to manage schedules;

  • Ability to work effectively in teams;

  • Ability to conduct Root Cause Analysis to formulate new or re-engineer processes to produce more effective and efficient processes;

  • Able to interpret quality data; perform trend analysis; and set-up statistical measures to manage and report on process control to senior management;

  • Excellent written and oral communication, organizational, and interpersonal skills.

  • May involve long periods of sitting or standing.

Work Environment

  • Typically works indoors in controlled environment.

  • Usually works in cubical work area with overhead florescent lighting and noise from co-workers.

  • Needs to have clear, concise and accurate communication skills

  • Need to work well with, co-operate, and support clients, supervisors, and co-workers

Equipment and Machines

  • Standard office equipment and machines, computer workstation.

  • Working at a computer or desk

Attendance

  • Must be able to work within the hours of 6:00 am and 3:00 pm.

  • Punctuality and regular attendance are necessary to meet deadlines.

  • With the exception of STD/LTD/FMLA & approved time off, attendance is considered essential

  • Able to work in a dynamic and multi-task work environment by prioritizing work and coordinating task/project schedules.
