Mission Statement

Jacobs is seeking a Sustainment Manager to support the United States Air Force’s 53rd Wing Technical Support Services (53rd WTSS) contract. This contract supports the 53rd Wing and 96th Test Wing, both headquartered at Eglin AFB, FL and having units CONUS-wide. The 53 WG is the focal point for the Combat Air Forces in electronic warfare and is responsible for operational test and evaluation of advanced equipment and systems. The 96 TW is the USAF’s test and evaluation center for advanced air-delivered weapons, navigation and guidance systems, and C2 systems. The 53rd WTSS team partners with military and civilian personnel to provide world-class IT technical support for the 53 WG and 96 TW missions. The 53rd WTSS IT support covers full lifecycle IT from concept, to deployment, day-to-day operations / maintenance, and culminating in system retirement / replacement / upgrade.

Both Wings are headquartered at Eglin AFB, FL, adjacent to the white-sand beaches and crystal-clear waters of Northwest Florida’s Emerald Coast.

This position will specifically support the F-35 Partner Support Complex (PSC) / Norwegian-Italian Reprogramming Lab (NIRL) consists of Norwegian, Italian, and US personnel working as an integrated team within dedicated facilities, including a laboratory verification and validation system (V&VS) and supported by various reprogramming tools. The NIRL work force includes operations, engineering, and intelligence personnel supported by security and system administration functions. The US element of the NIRL workforce is delivered by the Partner Support Complex (PSC) which consists of US government and US contractor staff supporting several different Mission Data (MD) reprogramming organizations including the NIRL.

This diverse workforce ensures the F35’s mission data is high-quality and meets operational requirements. As with all complex systems, diligent configuration management is critical to ensure system stability and product quality. . Job Description

The successful candidate will perform the following duties in support of the Contracting Officer’s Representative for F-35 Partner Support Complex (PSC) / Norwegian-Italian Reprogramming Lab (NIRL):

  • Provide technical support to the government for the complete range of government contracting activities such as statement of work requirements, acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation.

  • Analyze price cost data for pre-award and post-award procurement activities.

  • Developed comprehensive detailed reports on cost/price analysis, including recommending cost.

  • Provide guidance and advise to requestors during pre-solicitation phase on the use of different types of contracts and different pricing mechanisms.

  • Develop new and innovative approaches for the government client on acquisition strategies, negotiation, and terms and conditions tailored to unique requirements to resolve future acquisition problems.

  • Interpret and implement complex federal procurement regulations and other official procurement guidance to advise on policies and procedures that affects all PSC/NIRL program areas and organizations.

  • Effectively and diplomatically communicates orally and in writing with executives, managers, employees, and external customers.

  • Work closely with the F-35 Program Office on sustainment activities as they relate to assuring the NIRL requirements are filled for supporting the Foreign Partners.

Here’s What You’ll Need:

Required Education and Experience:

  • A minimum of 5 years of experience providing technical support to a complete range of government contracting activities such as statement of work requirements, acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation.

Required Skills:

Required Clearance :

  • Active / valid DoD Secret security clearance

  • Must be able to obtain, and be able to maintain, an active/valid DoD TS/SCI-eligible clearance (i.e., DCID 6/4 eligibility)

  • Clearance investigation close date must be no older than 5 years, 6 months at the time of application.

  • Must be willing to submit to, and be able to pass, a CI polygraph.

Preferred Qualifications:

  • Experience in federal contracting and working with NATO/foreign contracting requirements.

  • Exceptional and consistent attention to detail

  • Strong planning, organization and time management skills.

  • Ability to carry out multiple assignments / projects concurrently.

  • Ability and willingness to adapt quickly to shifting deadlines and priorities

  • Strong sense of urgency and accountability

  • Ability to work independently and as part of a team.

  • Proficiency with MS Office Suite, including word processing, spreadsheet production.

  • Proficiency with MS Project, Publisher, Photoshop, Adobe Illustrator, and similar functions is a plus.

  • Proficiency with internet research, data collection and organization, and email.

  • Ability to interact effectively at all levels and across diverse cultures.

  • Ability to maintain professional composure when dealing with unusual circumstances.

  • Ability to adapt to changes in the external environment and organization

Essential Functions for Position

  • Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.

  • Due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

  • Work site is located at Eglin AFB, FL

  • Office setting that includes sedentary physical effort. However, may include lifting of weight up to thirty (30) pounds

  • No unusual hazards nor unusual environmental conditions on job site

  • The DoD and USAF have implemented specific COVID-19 mitigation measures and contract employees must comply with established guidance.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work-related tools as required.

Attendance

  • This position supports an operational work center providing 18 hours/day coverage during the standard Monday-Friday work week. Shift work may require on a rotational or permanent basis as determined by mission needs.

  • Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.

  • Punctuality and regular attendance are necessary to meet deadlines.

  • Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

  • Travel to and from customer's locations may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
