Jacobs is seeking an enthusiastic, organized and passionate qualified candidate to fill the Deputy Program Manager (DPM) position for the Utility Privatization Program. This program consists of operating and maintaining potable water and wastewater privatized utilities for the Fort Campbell, KY and Fort Irwin, CA military bases.

The DPM will assist the Program Manager in all aspects of the contracts including:

  • Understanding customer needs, determining strategy for excellence in operations and maintenance, writing proposals, executing the contract, etc.

  • Support Project Managers and their staff of professional, technical and administrative personnel providing a full range of operations, maintenance, and capital project services in a safe and productive manner

  • Research new technologies, practices and trends making recommendations around the implementation of programs and equipment to sustain performance, drive optimization and efficiencies and provide value to the local community

  • Assist with meeting all contractual and regulatory requirements for the project

  • Schedule and plan activities including coordination with key stakeholders (internal and external) and coordination with other groups as needed

  • Assist with the development and administration of operations, maintenance and capital planning activities as well as large, complex project planning including budget management

  • Thorough internal and external reporting with multiple entities and groups

  • Assist with driving the implementation of a targeted Asset Management Program that includes preventive, predictive and corrective maintenance, capital improvements

  • Assist with ensuring a robust Health & Safety culture is always in place

  • Drive engagement and a teamwork environment for the local and support teams

  • Communicate cross-functionally throughout the program to ensure that resources and needs are clearly stated and expectations are clearly understood

Here’s what you’ll need :

  • Bachelor’s degree in technical field (Engineering, science or related technical field highly desired) and 15 years of relevant experience.

  • In-lieu of a Bachelor degree, 20 or more years of experience in the water and or wastewater field

  • Minimum experience of 5 years working on federal programs

  • Minimum of 10 years in a management position

  • Excellent communication and organizational skills

  • Ability to interact well with various personalities and diverse groups.

  • Ability to multi-task and work in a fast-paced environment.

  • Must have a driver's license with no major infractions

Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to work site is required. Travel to and from customer's locations will be required to support projects. This will involve airline travel.

Working Conditions & Physical Requirements:

The work area can involve a working environment indoors, as well as, outdoors which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, pathogens and various chemicals. Safety is of the utmost importance. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.

Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination when preparing reports and using a computer keyboard, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction. In an 8-hour time period must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, wear and use appropriate safety equipment.
