Mission Statement

The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.

Job Description

The Engineer Principal should have recent and cumulative experience with DoD intelligence, networking and automation systems, as well as planning and testing experience, to support the maintenance and sustainment of the JITC Testbed VMware virtual operating environments and JITC Distributed On-Premise Cloud (JDOC) utilizing VMware vRealize and NSX-T. Additionally, the Engineer Principal should be capable of identification of appropriate technical solutions to meet JITC testing requirements. Potential solutions include the areas of VMware virtual operating environments, cloud computing, big data analytics, agile software development processes, secured WIFI services, and other IT related innovations.

Typical Duties

  • Performs professional engineering assignments in support of T&E of IT/NSS efforts in one or more of the following disciplines: communications, electronics, communications security, network analysis, IOP analysis, system standards, military operations (ground, sea and air), program analysis, or program planning.

  • Has thorough knowledge of infrastructure, application programming, and web and software applications.

  • Work requires thorough knowledge of concepts and recent developments in the specialty area (virtual operating environments, cloud computing, big data analytics, agile software development processes, secured WIFI services, other IT related innovations).

  • Provides expert consultation in one or more areas for the design, development, and implementation of technical services, products, and systems.

  • Recognized as a technical leader and resource, and typically reports to senior management.

  • Recommends system and application architecture and provides vision, problem anticipation, and problem solving abilities.

  • Provides expert support for the planning and engineering of an organization's systems infrastructure, including the implementation and design of hardware and software.

  • Recommends process and infrastructure enhancements to improve the quality of services, products, and/or procedures.

  • Develops any necessary test strategies for complex systems and systems of systems and recommends test support devices, automation, and instrumentation.

  • Oversees the identification of functional problems and leads the analysis and interpretation of test results.

  • Oversees the documentation, definition, and maintenance of internal quality control standards and reliability programs.

  • Plans and directs specialized engineers and IT professionals working on technical projects.

  • Develops and oversees processes to ensure projects are completed on time and within budget.

Here’s What You’ll Need:

Required Education and Experience:

  • Requires a Doctorate and at least 4 years of experience or a Master’s degree or at least 10 years of experience.

  • The degree must be in a relevant technical curriculum and experience must be related to the job duties.

Certification Required:

  • Current certification - CompTIA Security+ CE, CCNA, JNCIA

Clearance Required:

  • Must have an active Secret clearance at time of hire.

Required Qualifications:

  • Must be familiar with a variety of the DoD intelligence, communications, networking, communications and automation systems, concepts, practices and procedures.

  • Relies on extensive experience and judgement to plan and accomplish objectives. Performs a variety of complex tasks.

  • Demonstrates expertise in a variety of the field's concepts, practices, and procedures.

  • A wide degree of creativity and latitude is expected. Leads and directs the work of others.

  • Typically reports to top management or executive.

  • May provide consultation on complex projects and be a top-level contributor/specialist.

  • Must be expert at problem solving, identifying risk, and communicating results and recommendations.

  • IT related Engineering Degree

  • Demonstrated experience and expertise in IT Engineering

  • ESXi Hypervisor Experience

  • VMware vRealize

  • Azure Cloud Experience

  • Software language coding experience

  • NetApp OnCommand System Manager Experience

  • VMware vSphere Client (vCenter Server Appliance) Experience

  • VMware NSX-T Experience

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
