5.1.1.1 The Contractor shall provide training instructions for the following HT-JCOE Courses: Military Source Operations (MSO) Courses which include Defense Advanced Tradecraft Course (DATC), Source Operations Course (SOC), Defense Strategic Debriefing Course (DSDC), High Threat Tradecraft Course (HTTC), and Tradecraft Refresher Course (TRC); Management Committee Courses which include J2X Operations Course (J2X), Joint Interrogation Management Course (JIMC), Joint Senior Interrogator Course (JSIC), Joint CI & Human Intelligence Management Course (JCHMC); Joint CI & Human Intelligence Analysis and Targeting Course (JCHATC); HUMINT Collection Manager Course (HCMC) and HUMINT Desk Officer Course (HDOC) and FVEY Exercises. CONUS and OCONUS training via MTT for U.S. and foreign partners may be required, as dictated by HT-JCOE mission. Training and training support may be required on nights, holidays, and weekends as dictated by the published training schedule.

  • Instructors must demonstrate satisfactory proficiency for all tasks and sub-tasks on which students in their respective courses will be evaluated.

  • Instructors must apply advanced instructional methods and adult learning models to training during platform instruction, small group instruction, individual instruction, long distance learning, mentorship, and coaching.

  • Instructors will provide research support to students during performance-based practical exercise planning and preparation time.

4.10.3 Qualifications for Management Committee – JCHMC Senior Counterintelligence Training Specialist

  • At least six years combined active Federal Government (military or civilian) experience within a service specific Counterintelligence MOS or Counterintelligence career path and/or Counterintelligence course development including scenario creation, student instruction, and course content creation.

  • Experience managing Counterintelligence investigations and related CI activities as a Staff Officer/leader with a minimum of at least one year in a deployment or JOA in a CJ2X, J2X/CIOC, and/or JTF J2X, or S2X and or other joint CI and/or HUMINT staff/leadership positions.
