Mission Statement

The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.

Job Description

Performs technical telecommunications assignments in support of the Joint Interoperability Test Command (JITC) at Fort Huachuca infrastructure support and lab missions. Requires specialized experience in evaluating, analyzing, maintaining, managing, and/or improving telecommunications system performance. Follows specific layout and diagrams to construct, implement, and operate devices and subunits of equipment. Ensures uninterrupted access to all telecommunications features in support of the test and evaluation (T&E) efforts. Must be able to document, notify, brief and discuss results.

Must be familiar with standard concepts, practices and procedures within the telecommunications field. Must be knowledgeable in installation of fiber optic, as well as copper and cable. Must be able to plan, coordinate and complete fiber, duct and cable ladder installation projects. Must be able to fabricate cable in accordance with military specifications to include fiber optic repair, fabrication, testing and installation. Must be able to complete connections and terminations without error. Must have experience with maintaining and inventorying bench stock materials. Must have experience in performing technical inspections and dismantlement of telecommunications equipment to prepare for turn-in and disposition. Must have experience with repairs for electronic equipment to include telecommunications and common office equipment like printers. Must have experience handling hazardous materials in accordance with government regulations. Relies on experience and judgement to plan and accomplish goals. Performs a variety of complicated tasks with a certain degree of creativity and latitude required. Works under general supervision. Reports to a task lead. Additionally, will be expected to provide direction to less experienced technicians. Must be adept at problem solving, identifying risk, and communicating results and recommendations to task lead and Government customer demonstrating technical and professional skills to achieve high quality results.

Here’s What You’ll Need:

Required Education:

  • Requires a Bachelor’s degree; or

  • an Associate’s degree with at least 6 years of experience; or

  • a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 8 years of experience; or

  • at least 12 years of experience.


  • Requires at least 1 certification in area of specialization.

  • Additional certifications in the area of specialization may be substituted for 1 year of experience

Required Skills:

  • Related certification in the area of specialization.

  • Installation Course for Cable.

  • Telephone line experience.

  • Copper installation experience.

  • Ability to provide Subject Matter Expert (SME) level support.


  • Secret security clearance.


  • Registered Communications Distribution Designer (RCDD) Certification

  • Certification - CompTIA Security + CE, CCNA, JNCIA.

  • Fiber installation experience.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
