Jacobs is looking for talented individuals to join our team for DISA's Joint Interoperability Test Command (JITC) supporting the upcoming Test, Evaluation, and Certification (TEC) contract.

Theprimary focus of this task order is to provide USSOCOM with T&E services inaccordance with USSOCOM Directives. The work includes operational test andevaluation, interoperability testing, capabilities assessments, limited userassessments, and test and evaluation advisement.

The job responsibilities include taskmanagement, administration, T&E functions, technical report writing, andeffective communications with the customer base. The task lead must understand task orderfinancial management, task order funding requirements, and daily/weeklyreporting requirement to both the external and internal customer. The testingofficer will be responsible for advisement on the design of testing, capable ofexecuting the test, able to collect and analyze test data, and interpret testresults for the customer. Testingofficer must have knowledge of the type of systems under test (SUT) andevaluation. Testing officer and taskleader must understand the operational employment of the SUT.

Performsanalytical work in support of testing, evaluation, and certification of IT/NSSrelated to military intelligence and ISR. T&E areas include developmental, operational, standards conformance,enterprise, and interoperability. Incorporates DoD and Intelligence Community interoperability directivesand instructions in all T&E processes. Intelligence T&E support areas include developmental, operational,standards conformance, enterprise, and interoperability. A T&E analyst follows and applies commonT&E processes that include identify requirements, verify user needs,develop evaluation approach, collect data, analyze data, and report onfindings. Reviews, analyzes, andevaluates IT system operations. Reviewsand analyzes blueprints, schematics, and technical drawings, diagrams, andspecifications. Must be able to review,analyze, and interpret customer information.

Solicits intelligence system requirements and associated operationalenvironments to produce an evaluation approach that supports T&Eobjectives. Shares and briefs T&Eproject milestones to all levels of stakeholders. Conducts and may oversee testing of processesand products. Responsible for the designand implementation of test procedures to determine if standards and criteriaare met. Recommends adjustments to theT&E process or detailed procedures if appropriate. Responsible for all activities involving qualityassurance and compliance with applicable regulatory requirements; conduct auditsand reviews/analyzes data and documentation.

Relies on manual methods and automated test tools to execute thecybersecurity assessment and collect data. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, anddiscuss results. Records all initialfindings and documents final test results in a designated formal cybersecurityreport. Accounts for anomalies anderrors found in testing, notifies customers and management, and may helpanalyze and/or correct problems.

Qualifications

Education and Experience:

  • Requires a Master’s degree and at least 8 years ofexperience or a Bachelor’s degree with at least 10 years ofexperience. One year of experience can besubstituted by 15 semester hours completed towards a Master’s degree.The degree must be in a relevant technical curriculum and experience must be related to the job duties.

  • Requiresat least 1 certification in area of specialization. Additional certificationsin the area of specialization may be substituted for 1 year of experience.

Qualifications:

  • Technical Report Writing in accordance with the communitystandard for test and evaluation of DoD systems

  • Working knowledge of Design of Experiments (DOE) and ScienceBased Test Design (SBTD) in T&E Approaches

  • Working knowledge of US Military Command and Control Systems

  • Working knowledge of Intelligence, Surveillance, andReconnaissance Systems (ISR) and the Distributed Common Ground Stations (DCGS)family of systems that support US Military Operations

  • Working knowledge of Test Readiness Review procedures

  • Working knowledge of New Equipment Training (NET) processesand procedures—how to administer sound surveys

  • Working knowledge of system diagrams know as End-to-End(E2E) and the associated hardware and software

  • Working knowledge of Test Plan development and execution

  • Ability to present and brief technical information to allparticipants and customers associated with task order execution

  • Candidates must have a current Top Secret SCI Clearance at time of hire.

  • Candidates can expect to travel 35-45 percent of the time.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
