The JointInteroperability Test Command (JITC) provides Test & Evaluation (T&E)for various systems including Cross Domain Solutions. A Cross Domain Solution (CDS) is a form ofcontrolled interface that provides the ability to manually and/or automaticallyaccess and/or transfer information between different security domains.

A CDS iscategorized as one of three types: Access, Transfer, or Multi-Level. Accesssolutions provide access to computing platforms, applications, or data residingon different security domains from a single device, which allows forvisualization of information across multiple security domains from a singleworkstation. Transfer solutions facilitate the movement of data betweeninterconnected networks or information systems operating in separate securitydomains.

For example, transferring data between Non-classified InternetProtocol (IP) Router Network (NIPRNet) and Secret Internet Protocol (IP) RouterNetwork (SIPRNet). Multi-Level solutions use security labels or data tags tostore data at separate classification levels and allow access based on securitydomain and credentials. Multilevel systems that implement read-down and/orregrade operations are also implementing a transfer CDS function.

Seeking a welldisciplined security cyber security minded task lead to provide management of ateam of testers that perform both lab based security assessments and site basedsecurity assessments of cross domain solutions. This individual will be responsible for preparing and submitting alltask management deliverables to include:

  • IntegratedMaster Schedule

  • WeeklyActivity Reports

  • MonthlyStatus Report

  • InternalProgress Review

Additionally,this individual will directly contribute to development and execution of testsboth in the lab and at various sites. The individual has the opportunity to introduce innovative ways toimprove the test execution thru various means to include:

  • ApplyScience-Based Test Design (SBTD) to CDES T&E

  • Ensureconsideration for integration of various SBTD procedures and processesincluding Design of Experiments (DOE)

  • Leadincorporation of various SBTD techniques and DOE analytical methods intoCDEStest planning documentation

  • Analyzesand interprets SBTD results with respect to the overall system operationaleffectiveness and compiles reports, charts, and tables based on establishedstatistical methods

  • Identifies,develops, and analyzes technical and operational metrics to quantifyeffectiveness of operations to support the objectives and effects outlined inthe T&E plan, including.

  • Assiststest teams during test planning, test execution, data analysis, and formalreport development

  • Recommendand implement processes that support quantitative and qualitative analysis, asappropriate

  • Formulatesmathematical and/or simulation models of test problems in support of CDES T&E

  • Asapplicable, analyses including incorporation of applicable statistical confidenceintervals and sample sizing into test methodologies.

Qualifications

Education and Experience:

Requires a Doctorate and at least 4years of experience or a Master’s degree or at least 10 years of experience.The degree must be in a relevant technical curriculum and experience must berelated to the job duties. Relevanttechnical degrees include ORSA or Applied Mathematics

This position will require a security clearance at the Top Secret level or higher.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
