As Program Manager for the USCYBERCOM J3 JOC program, you will serve as the Government’s major Point of Contact (POC) and to provide overall leadership and guidance for all contractor personnel assigned to the task order. The PM is ultimately responsible for the quality and efficiency of the task order to include both technical issues and business processes. The PM shall have organizational authority to execute project requirements, shall assign tasking to contractor personnel, supervise on-going technical efforts, and manage overall project performance. This individual shall have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government issues, concerns, or problems. The PM shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues. This position shall be on-site at the USCYBERCOM client office.
Responsibilities:
Experience in providing day-to-day program direction, ensuring quality standards, program tracking, and analysis of assigned aspects of assigned program
Experience in providing technical and analytical guidance to program team
Experience in scheduling and assigning work to subordinates and subcontractors, monitors progress, and resolves discrepancies to ensure compliance with work quality standards and contract and TO requirements
Experience in reviewing and providing input for Estimate-To-Complete, Funds and Man-Hour Expenditure Reports, or other financial reports as appropriate to provide the status of funded projects. Reviews and evaluates programs.
Experience in directing technical teams and facilitates the integration of subtasks to ensure the optimal use of assigned resources and subcontractors
Serves as focal point to the Government Project Manager for managing all tasks and subtasks and as Principal Representative for program direction on-site and providing program status updates, including financial status
Provides information to the Government regarding significant issues, provides recommended solutions in a transparent manner, and takes corrective action to issues brought by the Government Project Manager or COR

10 years of experience as a cyberspace program manager with at least 5 years cyber operations center experience
Bachelor’s Degree from an accredited college or university in Information Systems Management, Computer Science, Computer Engineering, Business Management, or related discipline
DAWIA Level I Program Management Certification or PMP Certification
Strong scheduling skills
Strong personnel management skills
Security Clearance: TS/SCI
