This position is a partnership between Jacobs and USCYBERCOM and will serve as the Government’s major Point of Contact (POC) and to provide overall leadership and guidance for all contractor personnel assigned to the task order. The PM is ultimately responsible for the quality and efficiency of the task order to include both technical issues and business processes. The PM shall have organizational authority to execute project requirements, shall assign tasking to contractor personnel, supervise on-going technical efforts, and manage overall project performance. This individual shall have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government issues, concerns, or problems. The PM shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues. This position shall be on-site at the USCYBERCOM client office.

Responsibilities:

  • Responsible for managing the project’s scope, schedule, budget, and risk and developing project documentation such as, project schedules, financial reports, and risk management documentation. Prepares charts, tables, graphs and diagrams to assist in analyzing and effectively presenting information.

  • Reviews risk and risk mitigation activities of the project and proposes budgets for the same

  • Evaluates, analyzes, and proposes operational and technical alternatives

  • Reviews and provides input for Estimate-To-Complete, Funds and Man-Hour Expenditure

  • Report, or other financial reports as appropriate to provide the status of funded projects.

  • Reviews and evaluates projects Rough Order of Magnitude

  • Schedules and assigns work to subordinates and subcontractors, monitors progress, and resolves discrepancies to ensure compliance with work quality standards and contract and TO requirements

  • Directs technical teams and facilitates the integration of subtasks to ensure the optimal use of assigned resources and subcontractors

  • Serves as focal point to the Government Project Manager for managing all tasks and subtasks and as Principal Representative for project direction and providing project status updates, including financial status

  • Provides information to the Government regarding significant issues, provides recommended solutions in a transparent manner, and takes corrective action to issues brought by the Government Project Manager or COR

Here’s what you’ll need:

  • Active TS/SCI clearance with polygraph

  • 15 years or more of experience as a Project Manager

  • Bachelor’s degree from an accredited college or university in Project Management, Business Management, Economics, Political Science, Computer Science, Engineering, Law, Government Contracting, Finance/Accounting, or related discipline

  • CAPM, PMP, or equivalent certification

  • Attention to detail and organizational skills. Excellent communications skills.

  • Robust analytical and problem-solving skills

Preferred:

  • Possess a DoD 8570 (now DoD 8140) Information Assurance Certification.

  • Experience in the management and control of complex information systems architectures involving multiple disparate databases, applications development, user and network systems integration, and web-based communications subsystems as described in the PWS.

  • Minimum seven years of experience and extensive knowledge of Federal, DoD, and agency regulations, standards, guidelines, and framework identified in the PWS to include DODAF and/or RMF
