T&E Project Manager


Jacobs is looking for talented individuals to join our team for DISA's Joint Interoperability Test Command (JITC) supporting the upcoming Test, Evaluation, and Certification (TEC) contract.

Candidate must be capable of managing teams of test andevaluation professionals. Responsiblefor the satisfactory delivery of all required government directed products. Must be able to oversee, and write whennecessary, task order Weekly Activity Reports, Monthly Status Reports, and anyofficial responses to the government as they relate to the respective taskorders. Must be able to run andinterpret weekly financial reports for task order financial management. Must be able to write effectively, createbriefings, and present concise information to both government and Jacobs seniorlevel management. Will be expected to ensure all Jacobs employees assigned tothe respective task orders are properly trained to perform the requirements ofthe test and evaluation mission. Must be willingand able to travel. Job will be performed primarily at customer site at Fort Meade, MD and in the immediate vicinity. Telework opportunities will be minimal.

  • Performs management (budget, administration, technicalguidance) and leadership responsibilities in support of The JointInteroperability Test Command (JITC) testing and evaluation (T&E) mission,and the certification of Information/Systems /Network/National Security Systems(NSS) related to military command and control systems/communicationsystems/intelligence related systems.

  • T&E areas include hardware and softwaredevelopmental, operational, standards conformance, enterprise, and systemsinteroperability.Incorporates DoD andIntelligence Community interoperability directives and instructions in allT&E processes.

  • A T&E analystfollows and applies common T&E processes that include identifying requirements, verifying user needs, developing evaluation approaches, collecting data,analyzing data, and reporting on findings.

  • Reviews, analyzes, and evaluates IT/Network/Administration/Intelligencesystem operations as they relate to T&E.

  • Must beable to review, analyze, and interpret customer information.Solicits Network/Systems administration/IntelligenceSystem requirements and associated operational environments to produce anevaluation approach that supports T&E objectives.

  • Shares and briefs T&E project milestonesto all levels of stakeholders.Conductsand may oversee testing of processes and products.

  • Responsible for facilitating design andimplementation of test procedures to determine if standards and criteria aremet.

  • Recommends adjustments to theT&E process or detailed procedures if appropriate.

  • Responsible for all activities involvingquality assurance and compliance with applicable regulatory requirements;conducts review of all task order data and documentation.

  • Relies on manual methods and automated testtools to execute the assessment and collect data.

  • Has oversight and inspects, tests, andmeasures data that is produced or consumed.

  • Must be able to document, notify, brief, and discuss results.

  • Records all initial findings and documentsfinal test results in a designated formal report.

  • Accounts for anomalies and errors found intesting, notifies customers and management, and may help analyze and/or correctproblems.


Education and Experience:

  • Requires a Master’s degree and at least 8 years ofexperience or a Bachelor’s degree with at least 10 years ofexperience. One year of experience can besubstituted by 15 semester hours completed towards a Master’s degree.The degree must be in a relevant technical curriculum and experience must be related to the job duties.

  • Requiresat least 1 certification in area of specialization. Additional certificationsin the area of specialization may be substituted for 1 year of experience.

  • Must have an active TS clearance with SCI eligibility at time of hire.

Required Qualifications:

  • Strong verbal and written communication to a wide variety of management and technical audiences and stakeholders.

  • Microsoft Office (Word, Excel, PowerPoint, and Project)

  • Knowledgeof DoD Test and Evaluation Guide

  • Profiency (user-level) with Microsoft Sharepoint.

Desired Qualifications:

  • Knowledgeof Risk Management Framework (RMF)

  • Understandingof DoD Systems and Network security practices and policies

  • Knowledge of tactical networks and equipment

  • Previous OT&E experience

  • Familiarity on cloud applications and infrastructures.

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


Work hours will be between 6:00 a.m. – 6:00 p.m. Monday - Friday and will be established. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
