Jacobs Systems Lifecycle Group (SLG) is seeking a Contracts Administrator to support the Contracts Department in the SALTT Support Center located in Fort Walton Beach, FL.

This individual will provide a broad range of pre-award, award, and post-award contracting functions and support to a diverse group in areas such as range operations, software engineering and development, advisory and assistant services, mission planning, and technical, laboratory, base/post/station support services. Provides training to customers and junior contract administrators. Provides support to a Team Lead on a full range of contracts, task orders and subcontract agreements. Reports directly to the SLG Team Lead. Involved in complex contract project administration and subcontract management.

Responsibilities/Job Duties:

  • Prepare, issue and respond to Requests for Quotation/Proposals/Task Orders from customer organizations.

  • Perform prime contract and subcontract negotiations and administration functions in accordance with the FAR, supplements, and the SALTT Purchasing manual.

  • Negotiate terms and conditions, award subcontract agreements and close prime contract and subcontract agreements using related documents as necessary.

  • Draft related documents to support contract negotiations, administration and close-out.

  • Act as focal point for Government related contractual matters on assigned tasks.

  • Support SLG and/or SALTT assigned Program Manager on contractual matters relating to their programs.

  • Record and manage key contract information using various contract databases and systems.

  • Provide customer training both internal and external on contracting related topics.

  • Administer GSA prime contracts, if requested.

  • Assist the SBLO in preparation and submission of semi-annual SF294 and SF295 or electronic eSRS subcontracting reports.

  • Assist SALTT Support Center Director of Contracts, and Sr. Contracts Managers as assigned.

  • When requested, serve as training lead, and contract reviewer for other contracts support personnel as needed.

  • Directly assist SLG Sr. Contracts Manager(s) in those areas so designated.

Qualifications

Education Requirements:

  • BA or BS degree in appropriate discipline from an accredited college or university, plus 10 years of progressive and relevant experience.

  • Additional relevant education may be substituted for progressive experience: Contracting, Acquisition Management, Accounting/Finance.

Knowledge, Skills and Abilities:

  • Prepare, issue and respond to Requests for Quotation/Proposals/Task Orders from customer organizations.

  • Assist SALTT Fort Walton Beach Service Center Director of Contracts, and Sr. Contracts Managers as assigned

  • When requested, serve as training lead, and contract reviewer for other contracts support personnel as needed

  • Directly assist Sr. Contracts Manager in those areas so designated.

Essential Functions

Physical Requirements:

  • Sits for long periods of time.

  • Work will involve using a computer approximately 75% of the time, and thus requires sitting for extended periods.

  • Some occasional light lifting and bending may be required when handling hard copy files.

Attendance:

With the exception of approved leaves, attendance is considered extremely important especially during critical deadlines.

Must be able to work within shift hours of 7:00 a.m. and 5:00 p.m. Must be flexible in working outside of general hours when workload necessitates. Ability to work overtime on an as needed basis is required.

Other Essential Functions:

Must be able to travel as required to include air travel and/or automobile travel. Must have independent personal transportation to and from work.

Must take and pass a drug test and background check. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
