We are actively searching for qualified candidates for this potential opening. We do not have assurance at this time that the position will be opened and when. This position is contingent upon contract award.

The Candidate shall provide Operations Research and System Analysis (ORSA) services. Specific tasks include the following: Introduce quantitative and qualitative analysis to the military decision making process by developing and applying probability models, statistical inference, simulations, optimization and economic models" from the division through Department of Defense levels. Be high performer, candidate must have a solid mathematics background, and be comfortable working at higher levels within the Army. Must have a fundamental education in the methodologies associated with operations research with degrees in disciplines such as operations research, systems engineering, or applied mathematics. Must have a fundamental understanding of calculus, data analysis, statistics, and probability, cost analysis, mathematical modeling, linear statistical modeling, simulation, and decision analysis, and demonstrate competency in communicating analytics to decision-makers. Must have in-depth research and analysis of emerging policy, regulations, directives, or industrial issues, writing detailed papers, researching and responding to inquiries, providing analysis to support responses to Congressional inquiries and Government Accountability Office (GAO), DoD Inspector General (DoD IG), Army Audit Agency (AAA), and other government agency audits and investigation actions, reviewing and analyzing SITREPs, EXSUMs, and other information to identify issues and trends, assisting with developing program office templates and standardized requirements documents, and assisting with reviewing, developing, and revising policy and doctrine. Provide cost analysis techniques include cost benefit analysis, inflation adjustments, and net present values.

Qualifications

Educational Level – Master of Science (MS) degree or equivalent in Operations Research.

Years of Experience – 5 years minimum experience working STEM-related research and development programs.

The primary requirement of Operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis.

Demonstrated communication skills are required. Must be able to obtain and maintain a DoD Secret security clearance. Must be willing to travel. Must possess demonstrated analytical and problem solving skills. Must be able to effectively communicate with others and have demonstrated supervisory skills. Must be familiar with the use and integration of Microsoft Office application suite.

Physical Requirements

Must be able to work at a computer, desk, around base, and port side for extended periods. Must be able to walk and drive with valid driving credentials. Must be able to interact effectively with all levels of employees and customers.

Computers and General Administrative Equipment (e.g. phone, computers, copiers, printers).BSVE including vehicles such as buses, sedans, trucks, carryalls, station wagons, ambulances, refuelers, defuelers, truck trailers, brush, structural, aircraft fire fighting, Marine Tactical Vehicle Requirement (MTVR) and rescue operation trucks; WHE such as mobile or transportable truck, crawler, railway mounted locomotive cranes, and trackage used for lifting, moving, and placing heavy material or equipment and category 1-4 cranes; and MHE such as warehouse tractors, forklift trucks, rough terrain forklift trucks, platform trucks, pallet trucks, conveyors and conveyor systems, and straddle carrying trucks.

Attendance

With the exception of approved leave and holidays, attendance is mandatory. Overtime is anticipated.

Must take and pass a drug test and background check. Must be able to obtain and maintain appropriate security clearance. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively, both verbally and in writing. Must be able to interface effectively with individuals at all levels of the organization. Must be willing to travel as-needed.
