Jacobs Senior Proposal Manager - Hybrid in Herndon, Virginia

We are looking for an experienced and collaborative Senior Proposal Manager who reports directly to the Director, Proposal Management. This will be a hybrid role in Herndon, VA. The Senior Proposal Manager has the responsibility of coordinating all phases of Jacobs’ proposal process in response to industry requests for proposals. The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the keys to success. The ideal candidate coordinates with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. They contribute to the development of proposal strategies and content, and ensure compliant and compelling proposal submissions.

· Overall management, oversight, and tracking of all activities relevant to the development, production, and revision of assigned large, strategic proposals.

· Analyze the Government solicitation and identify all requirements and criteria for evaluation.

· Develop and maintain the proposal development schedule, outline, and compliance matrix.

· Drive the proposal process and lead critical milestones including storyboards, color reviews, and content development discussions, ensuring all deadlines are met.

· Manage technical volumes and sections, including technical and management approach, personnel and staffing approach, past performance and corporate experience.

· Coordinate all production aspects (word processing, graphics, editing, desktop production, reproduction, printing, collation, and binding) in support of proposal activities.

· Manage the virtual proposal development environment.

· Prepare status reports and briefings for management; prepare, present, conduct, and participate in reviews at all stages of the proposal.

· Review proposal to ensure sections are compliant with RFP requirements, reflect win strategies, win themes, and comply with format and style criteria.

· Responsible for providing direction, training, and performance evaluation of personnel assigned to support proposal effort.

· Direct and engage key personnel in all proposal review activities and ensure compliance with all corporate and legal requirements.

· Act as the single point of contact between operational, proposal, and production staff relative to all proposal development and production matters.

· Responsible for multiple, concurrent projects requiring ease in shifting of priorities, and stringent deadlines to accomplish tasks for client deadlines.

· Office environment. Some travel (10%) may be required.

Here’s what you’ll need :

· Bachelor's degree in Business, Marketing, Communications or related field

· Eight (8) years in Federal Government proposal development

· Understanding of the full capture and proposal process from pre-RFP to post-RFP

· Experience developing storyboards, mock-ups, proposal outlines, and compliance matrices

· Proficiency in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint

· Highly organized, team-oriented, enthusiastic, collaborative, independent thinker

· Outstanding written and oral communication skills

· Experience leading proposal teams in a dynamic, fast-paced environment supporting critical business development activities

· Proven successful experience editing, writing, and managing responses to federal RFPs of moderate to high complexity

Preferred:

· Proven written and oral communication abilities

· FEDSIM Experience

· Self-starter with a proactive approach

· Ability to work effectively in a team environment

· Ability to work effectively in a rapidly-evolving environment

· Active Top Secret Clearance
