Jacobs is seeking a qualified Contractor Government SAPSecurity Officer (GSSO) to support the United States Air Force’s 53rd Wing TechnicalSupport Services (53rd WTSS) contract. This contract supports the53rd Wing and 96th Test Wing, both headquartered at Eglin AFB, FLand having units CONUS-wide. The 53 WG is the focal point for the Combat AirForces in electronic warfare and is responsible for operational test andevaluation of advanced equipment and systems. The 96 TW is the USAF’s test and evaluation center for advancedair-delivered weapons, navigation and guidance systems, and C2 systems. The 53rdWTSS team partners with military and civilian personnel to provide world-classIT technical support for the 53 WG and 96 TW missions. The 53rd WTSSprovides full lifecycle IT, to include program security and cybersecurity, tosupport concept development, deployment, day-to-day operations / maintenance,and culminating in system retirement / replacement / upgrade.
This position will support the 86thFighter Weapons Squadron (86 FWS) at Hill AFB, UT. Hill AFB is the second largest USAF base by population and geographicalsize and is also home to the 388th Fighter Wing, 419th Fighter Wing, and 24other tenant units. The 86 FWS conducts the USAF’s air-to-ground WeaponSystem Evaluation Program and evaluates the total air-to-ground precisionguided munitions process including weapon buildup, weapon loading, aircraft,aircrew employment procedures, support equipment, technical data andmaintenance actions. The successful candidate will be workingin a fast-paced and highly-technical area that requires a strong work ethic anda well-rounded background in managing physical and personnel security for special access program facilities (SAPF) / sensitivecompartmented information facilities (SCIF). The contractor GSSO will provide day-to-day security managementfor classified activities to include, not limited to:
Executing overall SAP security administration / management duties outlined in the DoDM 5205.07 series.
Planning the stand up of SAPF/ SCIF and administering / supporting the accreditation process.
Conducting self-inspections/reviews, staff assistance visits, and serving unit’s principal security adviser for matters related to personnel / program security and/or SAP / SCIF access.
Developing and maintainingcomprehensive SAPF / SCIF security standard operating procedures (SOP).
Identifying, reporting, and documenting security incidents in accordance with Intel Community, DoD, and service regulations / instructions for collateral requirements.
Providing overall SAP security administration and management and performing duties outlined in the DODM
Serving as the primary security focal point within assigned SAPF / SCIF.
Perform Top Secret Control Officer (TSCO) duties, if appointed.
Reviewing system security plans (SSP) and other unit security documents.
Drafting, staffing, and tracking SAP Nomination Process (SAPNP) packages.
In-briefing / debriefingpersonnel working in assigned SAPF / SCIF.
Maintaining personnel security folders on all accessed individuals.
Maintaining facility / physical security accreditations each assigned SAPF / SCIF.
RequiredEducation and Experience:
- A minimum of 7 years of experience executing overall SAP security administration / management duties outlined in theDoDM 5205.07 series.
Practical experience withSAPF- / SCIF-related physical and personnel security.
Practical experience in the planning and stand-up of SCIFs / SAPFs and the required accreditation process.
Practicalexperience identifying, reporting, and documenting security incidents inaccordance with Intel Community, DoD, and service regulations / instructions forcollateral requirements.
Practical experience drafting, staffing, and tracking SAPNP packages.
Practicalexperience maintaining facility / physical security accreditations for eachassigned SAPF / SCIF.
Practicalexperience conducting initial and annual security training for assignedpersonnel, annual self-inspections / reviews, and staff assistance visits.
Practicalexperience establishing and maintaining personnel security folders on allindividuals.
Practicalexperience in-briefing / debriefing personnel working in assigned SAPF / SCIF.
Practicalexperience developing and maintaining comprehensive SAPF / SCIF securitystandard operating procedures.
Practicalexperience reviewing system security plans and other unit security documents.
Required Clearance :
Active / valid DoD Secret security clearance
Must be able to obtain, and be able to maintain, an active/valid DoD TS/SCI-eligible clearance (i.e. DCID 6/4 eligibility)
Clearance investigation close date must be no older than 5 years, 6 months at the time of application.
Must be willing to submit to, and be able to pass, a CI polygraph.
Practicalexperience serving as the primary security focal point within a SAPF / SCIF.
Practical experienceserving as the senior SAPF / SCIF security adviser to unit leadership.
Formal SAP and/or SAPF training and/orSecurity Professional Education Development (SPēD) Certification is highly desired.
Experience as aTop-Secret Control Officer.

Work site is located atHill AFB, UT.
Office setting that includes sedentary physical effort. However,may include lifting of weight up to thirty (30) pounds

Due to parking availability and location of work, walking moderateto long distances may be required.
Equipment and Machines
- Ability to operate office equipment such as personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
This position supports an operational work center providing 18 hours/day coverage during the standard Monday-Friday work week. Shift work will be required on a rotational or permanent basis as determined by mission needs.
Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.
Punctuality and regular attendance are necessary to meet deadlines.
Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Must be able to work assigned shift on either rotational and/or permanent basis.
