We have the unique and significantrole to partner with NASA at Johnson Space Center (JSC), to be part of everyhuman spaceflight program – the International Space Station (ISS), NASA’s Orionspacecraft, which will carry astronauts into deep space, and Gateway, theorbiting platform providing the home for astronauts to work and travel back andforth to the moon’s surface, and serving as the platform for deep spaceexploration. From critical systems onthe ISS to enable astronauts to live and work in space; to performing advanceddevelopment for systems leading to deep space exploration; to being part of thefoundation for Gateway.

We also partner with NASA at JSC,the only NASA center in the United States to curate all astromaterial samplesreturned from exploration missions, to perform curation services, orbitaldebris analysis, and basic research to further humankind’s understanding of theorigins of our solar system.

We are currently in need of a DivisionTechnical Manager (DTM) in the Power and Propulsion Division within theEngineering Directorate at Johnson Space Center to join our team. Do you havethe following skills?

As the Power and Propulsion (EP) DivisionTechnical Manager you will:

  • Function as a senior leader within the JSC Engineering,Technology, and Science (JETS) contract responsible for the successfulexecution of all JETS work performed for the Power and Propulsion (EP) Division,including engineering, operations, and maintenance of facilities. Partnerwith the EP Division Chief to provide strong project execution in all of theprojects and activities throughout the Division including Energy Systems TestArea (ESTA), next generation battery development and testing, pyro andpropulsion technology development, and In-situ Resource Utilization (ISRU)planning to execute all of the work for the Artemis Mission to return humans tothe moon for exploration.

  • Responsible for overall performance on all projects,services, and customer satisfaction within the Division with responsibilitiesto include:

  • Provide project oversight in collaboration with matrixeddepartment organizations.

  • Provide strategic planning and insights for ISRU researchand development efforts, leveraging Jacobs reachback, external partnerships asappropriate, and teammate capabilities.

  • Oversee formulation of Task Order proposals to ensure adequate technical understanding of requirements and funding to successfully carry the task to completion.

  • Effectively manage risk and cost, technical, and schedule performance in Division including the generation of a WBS Risk Assessment using the WBS Risk Assessment Tool (WRAT) for all discrete / turn-key projects in the Division as a minimum.

  • Provide oversight of all Task Order preparation, submission, and work execution.

  • Ensure all business requirements and reporting requirements are met.

  • Oversee all phases of projects/tasks in the Division to include; conceptual design, feasibility studies, analysis, development, qualification testing, flight certification, operations, and sustaining engineering, as well as the pursuit of technology and development of new concepts for implementation in these areas of expertise.

  • Report to the General Manager of the Jacobs Clear Lake Group and act with the authority of this office.

  • Responsible for cultivating superb Division customer relationships to include:

  • Accept authority and accountability as the JETS counterpart to the NASA Division Chief; as such, possess knowledge, technical skills, people skills, and desire to understand and execute the strategic direction of the Division.

  • Anticipate future opportunities/challenges facing the Division and formulates plans for presentation to the customer(s) addressing those challenges / opportunities.

  • Possess strong commitment, drive, and enthusiasm for the Division Chief's goals and mission.

  • Understand the role JETS plays in executing strategic direction of the Division; serving as lead authority to execute this vision within the JETS matrixed organization.

  • Perform necessary tasks to secure commercial or other external work, as desired by the Division.

  • Closely collaborate with the Division on needed technology infusion candidates, and partner within Jacobs, teammates, and reach back capability to bring technologies to the Division.

  • Represent JETS to the customer and the customer to JETS, serving as the single point of contact to the customer for any contract perspectives and issues to include:

  • Taking ownership and accepting responsibility for resolution of issues; holding appropriate individuals accountable as needed in resolution.

  • Resolving issues internally in collaboration with the JETS departments and offices.

  • Elevating issues in a timely manner.

  • Understand the JETS matrixed organization and operate within the guidelines of those roles and responsibilities.

  • Coach and mentor project managers.

  • Provide timely feedback to matrixed organization leadership across departments and offices on performance (strong performance and areas for improvement).

  • Perform other duties as assigned.

Qualifications

RequiredEducation/Experience/Skills:

  • BS degree in engineering from an accredited engineering school and ten (10) years of direct engineering experience, or a MS degree from an accredited engineering school and eight (8) years of direct engineering experience, or Ph.D. and four (4) years of direct engineering experience.

  • Experience in management of technical, cost, and schedule elements of projects and tasks.

  • Excellent oral and written communication skills, a team-oriented approach, strong problem-solving capability, and mentoring skills.

  • Must have superb interpersonal skills, technical background, and the ability to function in a team and customer environment.

  • Excellent relationship building skills.

  • Requires excellent organizational skills.

Highly desiredexperience / qualities:

  • Management / leadership experience leading a group of 30 employees or more.

  • Proven track record of implementing innovative solutions.

  • Experience with customer partnerships and fostering strong customer relationships.

  • Proven project management experience.

Work Environment

Generally an office environment, butcan involve inside or outside work depending on task.

Physical Requirements

Work may involve sitting or standing for extended periods (90% of time). Mayrequire lifting and carrying up to 25 lbs (5% of time).

Attendance

Regular attendance in accordance with established work schedule is critical.Ability to work outside normal schedule and adjust schedule to meet peak periodsand surge requirements when required.
