We have the unique and significant role to partner with NASA at Johnson Space Center (JSC), to be part of every human spaceflight program – the International Space Station (ISS), NASA’s Orion spacecraft, which will carry astronauts into deep space, and Gateway, the orbiting platform providing the home for astronauts to work and travel back and forth to the moon’s surface, and serving as the platform for deep space exploration. From critical systems on the ISS to enable astronauts to live and work in space; to performing advanced development for systems leading to deep space exploration; to being part of the foundation for Gateway.

We also partner with NASA at JSC, the only NASA center in the United States to curate all astromaterial samples returned from exploration missions, to perform curation services, orbital debris analysis, and basic research to further humankind’s understanding of the origins of our solar system.

We are currently in need of a Division Technical Manager (DTM) to join our team. Do you have the following skills?

As the Project Management and Systems Engineering Division (EX) Division Technical Manager you will:

  • Function as a senior leader within the JSC Engineering, Technology, and Science (JETS) contract responsible for the successful execution of all JETS work performed for NASA’s Project Management and Systems Engineering Division (PMSED). NASA’s PMSED, known organizationally as the EX Division, is responsible for the development of major Government Furnished hardware and software for programs such as Artemis, Gateway, Orion and ISS. Additionally, the PMSED provides Project Management and Systems Engineering expertise for crosscutting human-rated flight projects that are highly visible, large, or unusually complex that cross multiple engineering directorate disciplines and/or NASA organizations. To achieve these objectives, the PMSED provides technical leadership in the engineering disciplines of project management and systems engineering for all phases of the lifecycle. This includes developing and maintaining technical standards and tools for project and process execution, as well as large-scale integration and test. In addition, the PMSED also has responsibilities for engineering architecture and analysis products for future NASA human exploration missions, including upcoming lunar campaign and Mars planning initiatives.

  • Responsible for overall performance on all projects, services, and customer satisfaction within the Division with responsibilities to include:

  • Oversee formulation of Task Order proposals to ensure adequate technical understanding of requirements and funding to successfully carry the task to completion.

  • Effectively manage risk and cost, technical, and schedule performance in Division including the generation of a WBS Risk Assessment using the WBS Risk Assessment Tool (WRAT) for all discrete / turn-key projects in the PM/SE Division as a minimum.

  • Provide oversight of all Task Order preparation, submission, and work execution.

  • Ensuring all business requirements and reporting requirements are met.

  • Oversee all phases of projects/tasks in the PMSED to include; conceptual design, feasibility studies, analysis, hardware/software development, project management, systems engineering, qualification testing, flight certification, operations, and sustaining engineering, as well as the pursuit of technology and development of new concepts for implementation in these areas of expertise.

  • Report to the General Manager of the Jacobs Clear Lake Group and acts with the authority of this office.

  • Responsible for cultivating superb Division customer relationships to include:

  • Accept authority and accountability as the JETS counterpart to the NASA Division Chief; as such, possess knowledge, technical skills, people skills, and desire to understand and execute the strategic direction of the Division.

  • Possess strong commitment, drive, and enthusiasm for the Division Chief's goals and mission, including the advancement of project management and systems engineering disciplines, tools and processes. Also, anticipate future opportunities/challenges facing the Division and formulate plans for presentation to the customer(s) addressing those challenges / opportunities.

  • Partnering with the Division to address current and future resource needs.

  • Work with the Division to identify opportunities for partnering with commercial and educational institutions to meet technology needs.

  • Understand the role JETS plays in executing strategic direction of the Division; serving as lead authority to execute this vision within the JETS matrixed organization.

  • Closely collaborate with the Division on needed technology infusion candidates, and partnering within Jacobs, teammates, and reachback capability to bring technologies to the Division.

  • Represent JETS to the customer and the customer to JETS, serving as the single point of contact to the customer for any contract issues to include:

  • Taking ownership and accepting responsibility for resolution of issues; holding appropriate individuals accountable as needed in resolution.

  • Resolving issues internally in collaboration with the JETS departments and offices.

  • Elevating issues in a timely manner.

  • Understand the JETS matrixed organization and operate within the guidelines of those roles and responsibilities.

  • Coach and mentor project managers and systems engineers.

  • Provide timely feedback to matrixed organization leadership on performance (strong performance and areas for improvement).

  • Perform other duties as assigned.

Here’s what you’ll need :

Requisition Qualifications:

  • BS degree in engineering from an accredited college or university and fifteen (15) years related experience, or MS degree and thirteen (13) years related experience or Ph.D. and nine (9) years of related experience. Requires demonstrated leadership skills as evidenced by prior supervisory experience. Must be able to effectively communicate with others.

  • Experience in management of technical, cost, and schedule elements of projects and tasks.

  • Proven leadership track record with direct supervision of at least 25 employees

  • Excellent oral and written communication skills, a team-oriented approach, strong problem-solving capability, and mentoring skills.

  • Must have superb interpersonal skills, technical background, and the ability to function in a team and customer environment.

  • Excellent relationship building skills.

  • Strong organizational skills with ability to effectively prioritize efforts on a regular basis.

Requisition Preferences:

  • Strategic thinking skills with solutions-focused, collaborative approach to solving problems and pursuing and delivering on opportunities.

  • Proven track record of implementing innovative solutions.

  • Experience with customer partnerships and fostering strong customer relationships.

  • Proven project management experience.

Work Environment

Generally, an office environment, but can involve inside or outside work depending on task.

Physical Requirements

Work may involve sitting or standing for extended periods (90% of time). May require lifting and carrying up to 25 lbs. (5% of time).
