Business Analyst III – Data Governance Support

Description

Jacobs provides information technology solutions and services to a broad range of both Government and private industry, including Department of Defense, Federal Civilian agencies, healthcare, education, and small/medium business market. Our analysts, engineers, and technicians are highly trained, qualified subject matter experts, understanding each segments specialized business processes, requirements, and functions. Combined with an extensive IT background, Jacobs’ enhanced IT services enable our clients to analyze existing business processes, identify process improvements, evaluate associated risks, and develop operational solutions.

The Business Analyst provides analytical and technical support required to advance the objectives of the Army enterprise data governance program including, managing, and tracking data issues, promoting data polices and standards, enabling automation of data management workflows, measuring data quality, managing metadata and authoritative data, and enhancing the effectiveness of the growing network of business data owners and enterprise data stewards. The Analyst tracks regulatory compliance of Army and Dod data polices, standards, and procedures.

Business Analysts must be excellent verbal and written communicators as they will interface with and gather information from a very diverse group. Shall use industry ITSM best practices and standards and be proficient using Information Technology Infrastructure Library (ITIL) compliant services and processes for ITSM. Shall have general knowledge and understand the customers' business needs and goals.

Must be capable of performing the following tasks, as required by the customer:

· Provide assistance and recommendations to the Government in the management of Army and DoD Governance enterprise data governance programs.

· Staying abreast of changing laws, policies, and directives that could impact Army and DoD Governance enterprise data governance programs.

· Provide recommendations to the Government on the planning, execution, tracking, and reporting of all Army and DoD Governance enterprise data governance programs.

· Provide recommendations in developing Plans, Policies, and Guidance, and outline enforcement procedures that align with Army and DoD Governance enterprise data governance mission, goals, and objectives.

· All Contractor actions, findings and recommendations shall be reported in the required documentation format provided by the government.

· Provide recommendations in developing short and long-term information technology strategies through evaluations of current and future needs of the organization in relation to higher headquarters policies, directives, and strategic direction.

· Participate in work groups, Integrated Product Teams (IPTs), and meetings to address Governance and Plans Division Support activities.

· The BA must be familiar with current Federal, DOD, and Army IT regulations, policies and publications, and related information and physical security policies and requirements.

Technology: A Business Analyst technology emphasis should be to:

· Maintain skill sets in the hardware/software being used to accomplish customer tasks

· Maintain an awareness of trends that may either positively or negatively affect the customer

· Exhibit a wide range of technical knowledge including database, application development, project management, scheduling, etc.

Knowledge and experience in these areas is required:

· The Analyst must be an excellent communicator, both verbal and written, always display a professional demeanor.

· Participate and be prepared to facilitate VTCs, meetings, and briefing activities.

· The Contractor shall develop meeting materials and meeting minutes for each participated activity

· Demonstrate the ability to work well with minimal amount of supervision.

Here’s what you’ll need :

Qualifications

This position requires 10 years of Business Analyst experience, or 8 years Business Analyst experience and an associate degree, or 6 years of Business Analyst experience and a bachelor’s degree. The minimum of a Secret level DoD Security Clearance is required.

Essential Functions

Work Environment:

Inside office environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

Physical Requirements:

Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required. Must be able to lift and carry 15 lbs.

Equipment and Machines:

Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

Attendance:

Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice.

Other Essential Functions:

Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization.

Must be able to obtain and retain a security clearance. Must be a U.S. citizen. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. The minimum of an interim Secret or

Secret level DoD Security Clearance is required.
