Jacobs Space Exploration Group (JSEG) is comprised of 10 companies and is located at Marshall Space Flight Center in Huntsville, AL (ranked #11 in Best Places to Live by U.S. News). Position Description:

Systems Engineering Support to Science and Technology Office (ST) proposal development activities:

  • The contractor shall provide technical support to the ES11 formulation efforts for ST proposal development activities. Formulation efforts will result in the integration of technical proposals to be delivered for review and potential selection for the next phase of the proposal competition.

  • Guidelines and requirements for proposals will be provided per announced opportunities.

  • Technical support shall be in the form of serving in mission, systems, and payload/instrument systems engineering roles and the assumption of leadership roles as necessary to include integration of engineering support.

  • Typical products from the systems engineering discipline include, but are not limited to, the development of the concept of operations, development of top-level mission requirements and constraints, definition of system requirements and allocation of these requirements to the next level, defining internal and external interface requirements, and verification and validation plans.

  • When in a leadership role the contractor will serve as the day-to-day technical manager and will work closely with the CE/PSE, Principle Investigator and the Project Manager to define the architecture, both technical and programmatic, for project execution. Contactor will execute the architectural vision and maintain the technical baseline, coordinating the technical activities among bus, instrument, and ground system teams.

  • Activities may also include development of trade studies, mission architecture, technology development roadmap/maturation, and risk management.

  • Contractor shall integrate development of content and participate in the various reviews scheduled in addition to the site visit: Technical and Management Review, Blue Team, Red Team, Gold Team, etc., per the proposal schedule.

In addition to the generic support to proposal development described above and provided for MoonBeam and LEXT project tasks, additional tasks have been identified and emphasized in support of the StarBurst proposal development. This tasking is described below:

  • Provide system engineering expertise and leadership in support of the StarBurst Project to assure the end-to-end technical integrity of the mission concept

  • Lead the StarBurst technical team in completing the mission requirements flowdown, technical concept architecture and validation, applicable technical sections of the mission Concept Study Report (CSR), and applicable elements of the Project System Requirements Review (SRR)

  • Provide the StarBurst Principal Investigator and Project Manager with periodic assessment of mission risks, vulnerabilities, and concerns

  • Represent the Project in discussions with NASA HQ and MSFC Center management regarding technical aspects of the mission

  • Present the mission system engineering approach and architecture at the Project SRR

  • Participate in Project Control Board, Risk Management, System Engineering Team, Program Office monthly, and weekly project team meetings

Here’s What You’ll Need:

Qualifications:

Degree in Science / Engineering or related technical field is required. Degree from an ABET-accredited university is preferred. Typically, educational requirements are the equivalent of a Ph.D. with a minimum of 19 years of experience; MS with at least 23 years of experience, or a BS with at least 25 years experience.

Required Skills:

  • Working knowledge of NASA Systems Engineering principles and processes.

  • Strong ability to frame complex problems, synthesize information, and develop and communicate solutions.

  • Excellent written, oral communication and presentation skills.

  • Specialized skill set that includes experience working as a Lead Systems Engineer on similar formation proposals to include leading the systems engineering discipline for projects in the formulation phase and proficient in the development of requirements, verification and validation approaches, and technical concepts and analyses for robotic science missions and instruments.

Minimum of 25 years of experience in systems engineering, integration and operations is preferred.

Essential Functions

Work Environment:

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%).

Physical Requirements:

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues. Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks. Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities.

Equipment and Machines:

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance:

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions:

The ability to work independently with minimal supervision, and to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
