Jacobs Space Exploration Group (JSEG) is comprised of 10 companies and is located at Marshall Space Flight Center in Huntsville, AL (ranked #11 in Best Places to Live by U.S. News). JSEG has been a primary contractor for NASA since 1989 and supports marquee NASA programs, including the Space Launch System, International Space Station, space optics fabrication, earth and space sciences and advanced propulsion system development. JSEG is looking for a self-driven Subcontract Administrator to support the Business Finance Office (BFO) in the Subcontracting and Procurement requirements of the Engineering Services and Science Capability Augmentation contract with NASA.
Among other duties as assigned responsibilities include but are not limited to:
Administration of T&M Subcontracts from inception to closeout which includes:
Establish, maintain, and monitor Basic Ordering Agreements
Process Purchase Requisitions to produce Purchase Orders
Maintain, administer, and monitor Delivery Order Agreements against Task Orders
Work collaboratively with stakeholders to ensure funds are sufficient and to resolve issues
Administer negotiations with Subcontractors and work up price justifications for negotiated labor rates
Review and process invoices against labor reports
Attain quotes and maintain vendor files
Supporting the development monthly contract and corporate deliverables
Providing input to requirements documents and contractual documents
Creating and maintaining records, responding to stakeholder inquiries, assisting in evaluating/developing both
Working independently in collecting, developing, preparing, and editing documents, charts, graphs, reports, and presentations as well as provide inputs to requirements documents and contractual documents
Assist in composing, reviewing, and verifying a variety of memorandums, correspondence, reports, public notices, permits, forms and documents as assigned, including bid specifications, and bid addenda’s; research and verify information as required
Support Government Property administration by tracking, reporting, and controlling Jacobs controlled government property
Keep Stakeholders apprised of situations and issues encountered
Assist in the identification, development and implementation of new policies, processes, and process improvements
Here’s What You’ll Need:
Bachelor’s degree in Business Administration or a related field with a minimum of 2 years of experience in government contracting or any equivalent combination of education/experience required.
Thorough knowledge of government regulatory guidelines, particularly provisions of the Federal Acquisition Regulation (FAR)
Familiar and adept the application of Terms and Conditions, Representations and Certifications as well as Small Business reporting
Strong organizational skills and attention to detail are required
Excellent analytical skills and ability to prioritize and meet schedules in an at times a fast-paced environment
Ability to work independently with minimal supervision
High level of integrity and professional demeanor required
Excellent written and verbal communication skills required with an ability to communicate effectively with peers and all levels of management
Essential Functions
Work Requirements
Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Work may involve sitting for extended periods. (80%) May require lifting and carrying up to 25 lbs.
Physical Environment
Generally an office environment, but can involve inside or outside work depending on task. (100%) Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and Jacobs facilities (10%).
Equipment and Machines
Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).
Attendance
Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Regular attendance in accordance with established work schedule is critical. Ability to work outside normal schedule and adjust schedule to meet peak periods and surge requirements when required. (100%)
