The Subject Matter Expert (SME) performs detailed job analysis of business processes and provides an interface between traditional logistical support organizations and functional requirement definitions. A SME must demonstrate the following:

A SME may be called upon to partner with other SMEs, Business Analysts, and/or with customer functional managers when assembling requirements. The candidate should have a working knowledge of the Army's data and legacy systems, its associated systems, and an understanding of the Army's concept of Enterprise Data Management and Authoritative sources. The SME will assist in logistics support activities centered on data quality support and enterprise data management relative to the Army’s Enterprise Resource Systems (ERPs), specifically GCSS-Army, LMP, GFEBS, and AESIP. Responsibilities may include, but are not limited to:

General Responsibilities :

  • Assisting in defining the technical solutions to support identified metrics, as well as monitoring ERP data quality and availability using metrics and audits.

  • Enforcing the business processes implemented for the organization’s enterprise data management and data integration.

  • Performing technical analysis by assessing the areas of impact of data issues from all levels of the enterprise.

  • Assisting in maintaining and sustaining migration efforts and management of future migration requirements.

  • Utilizing qualitative and quantitative techniques in analyzing and measuring the effectiveness and efficiency of the data that will be used in support of business processes.

  • Collecting requirements for the project business, analyzing them and guiding the developmental team in optimizing their work.

  • Evaluating the data collected by project development teams and preparing hardware and software requirement specifications understanding these details.

  • Documenting the projects by preparing functional specification documents and user guides for the reference of the end users.

Specific Responsibilities :

  • Shall document and implement policies, procedures and controls to ensure the proper creation, validation, storage, and integration of metadata.

  • Shall document and implement processes and procedures for governing the identification, collection, and use of organizational metadata.

  • Shall document and implement policies, procedures and controls to maintain the architecture, metadata standards, and user guides.

  • Shall document and implement policies and procedures to assess the accuracy and validity of metadata.

  • Shall assess the quality of Metadata documentation through both automated and manual methods.

  • Shall ensure Army and DoD business terms, business rules, business processes and associated metadata are documented and maintained in the government provided software application.

  • Shall document and implement appropriate backup and recovery mechanism to guarantee the recoverability of metadata in any circumstances.

  • Identify and document requirements necessary to extend the metadata management tools for use by other stakeholders.

  • Identify, develop, and provided training and documentation in support of metadata policies, procedures and tools. Assisting in rolling out standards and policies to the organization’s team members. Documenting, assessing, and influencing business requirements to develop, enable, and advance metadata capabilities to support the organization’s mission.

  • Shall control and manage datasets in the Army’s metadata repository.

  • Shall monitor and manage authoritative datasets within government approved metadata repository to ensure quality requirements for mission objectives are maintained.

  • Supporting team in managing customer expectations and resolving issues on time.

  • Performing business and technical presentations in relation to metadata and solutions addressing business problems.

Technology:

  • Maintaining skill sets in the hardware/software (Information Steward, Vantage, Collibra, Advana, etc.) being used to accomplish customer tasks.

  • Ability to utilize data analysis tools to include SQL, Microsoft Access, and Excel to query data from multiple complex relational databases and other data sources in support of customer data requests.

  • Exhibit a wide range of technical knowledge including database, application development, project management, scheduling, etc.

  • Maintaining an awareness of trends that may either positively or negatively affect the customer.

  • Exhibiting a wide range of technical knowledge including database querying, application development, project management, scheduling, etc.

Here’s what you’ll need :

Qualifications - External

· 8 or more years direct/related experience (5 years relevant/direct application RDMS database administration experience)

· Active/ Valid DoD Secret clearance required.

· Active/Valid DoD 8570.01 -M IAT-II certification is required, and currency must be maintained.

Essential Functions

Work Environment:

Inside office environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

Physical Requirements:

Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required. Must be able to lift and carry 15 lbs.

Equipment and Machines:

Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

Attendance:

Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice.

Other Essential Functions:

Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization.

Must be able to obtain and retain a security clearance. Must be a U.S. citizen. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. The minimum of an interim Secret or

Secret level DoD Security Clearance is required.
