Position Summary

Under direction, performs a variety of duties supporting the a Resident Engineer and project staff during design and construction of wastewater treatment and collection/pipeline systems.


Support the review construction documents including plans and specifications relative to contractual compliance with plans, specifications, codes and safety requirements; assist in verification that materials being incorporated into project are per specification and with

approved construction practices.

  • Evaluates a variety of engineering drawings, systems, and processes for the improvement of wastewater treatment facilities; participates in project design and prepares engineering plans.

  • Participates in construction management functions to ensure projects are constructed in accordance with contract documents, permits, and applicable building codes.

  • Participates in design and construction engineering services on engineering projects, systems, and processes, the design of engineering plans, startup and commissioning support services.

  • Provides technical assistance during the shop drawing submittal process and during the RFI review and response process.

  • Performs utility searches and resolves difficult utility location conflicts during the construction of facilities.

  • Prepares engineering plan clarifications and changes in response to contractor’s request for information during construction of facility and verifies that equipment meets design specifications and regulatory requirements.

  • Evaluates contract changes, prepares cost estimates, supports cost negotiations for change resolution and prepares change order documentation for District approval.

  • Attends and participates in construction project meetings, prepares agenda and meeting minutes.


  • Bachelors or Masters of Science in Civil, Structural, or Mechanical Engineering, Construction Management, Architecture, or other related discipline required

  • 5 Years of project experience required

  • EIT certification preferred

  • Experience with large manufacturing facilities construction sites preferred

  • Five (5) years of engineering experience, including three (3) years at a level comparable to an Assistant Engineer.

  • Proficient with MS Office Suite of tools, exposure to schedule software, preferably Primavera (P6) preferred

  • methods and techniques of engineering plan review and analysis; methods and techniques of contract change order preparation, analysis, negotiations and administration; principles of business letter writing and basic report preparation; principles and practices of field surveying; principles of drafting and technical design; basic principles and practices of civil, structural, electrical, and mechanical design; methods and techniques of technical and engineering-specific software and database management tools; modern office procedures, methods, and computer equipment including word processing and spreadsheet software applications; construction Management Best Practices.

  • Experience with Maintaining records and files, and participate in the preparation of clear and concise reports;

  • Proven ability to read and interpret maps, plans, sketches, schematics, diagrams, and blueprints; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
