The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

The Ground Operations Integration Associate Chief Engineer (ACE) reports to the Director of Engineering and directly supports the COMET Chief Engineer Office.

Responsibilities include, but are not limited to:

· Provide ground operations engineering integration activities for the NASA KSC Exploration Ground Systems (EGS) and Artemis Programs.

· Facilitate and lead the effective and efficient resolution of EGS ground operations technical issues.

· Communicate and coordinate Space Launch System (SLS) flight element and ground support equipment design changes across the EGS/KSC enterprise to include NASA and COMET hardware subsystem engineers, Command and Control (C2), and the EGS cross contract partners.

· Facilitate and lead the implementation of new engineering requirements across the impacted Space Flight Processing subsystems, Ground Design disciplines and Ground Support Services. This integration is provided for both internal customers and external customers of the COMET Space Flight Processing, Engineering and Ground Support Services directorates.

· Provide technical oversight and ensures risk is being managed for the support base service contractors' systems with a focus on design/operational system requirements (Facility, COMM, Gases).

· Work issues to collaborate across Operations/Ground Systems & SMA in support of NASA EGS and Artemis Program.

· Technical leader and SME in the discipline.

· Lead internal integration of subsystems within the assigned element for the resolution of integrated technical issues, communication and impact of technical changes, and the implementation of new engineering requirements across all groups within COMET Space Flight Processing.

· Provide external integration for the resolution of integrated design issues, assessment of technical changes, and implementation of new engineering requirements that impact COMET Engineering, Spaceflight Processing, Ground Systems Support, Command and Control, and Safety and Mission Assurance. Some examples include, but are not limited to assessing and impacting RCNs, IRNs, New Work Requests (NWR), Engineering Support Requests (ESR), and Non-Conformances (NCs).

· Support external integration for the resolution of integrated technical issues, communication of technical changes, and implementation of new engineering requirements that impact COMET Space Flight Processing, Engineering and NASA EGS Program (LX), NASA KSC Engineering (NE), and the OEM's (e.g. LM, Boeing, and NG). This includes support to forums such as program configuration change boards, Chief Engineer Reviews, Performance Management Team (PMT) meetings, Hot Topics, technical interface working groups/meetings, as well as processing enhancements and lessons learned initiatives.

· Facilitate the consistent and accurate assessment of risk, resource allocation, and schedule. Working with management, when necessary, to ensure that proper resources are assigned to projects/tasks to meet assigned design or operational milestones.

· Provide up and out communication pertaining to ground operations issues and changes to the COMET Senior Vehicle Engineers and the COMET and NASA Chief Engineers.

· Communicate impacts, priorities, and responsibilities pertaining to technical changes to internal and external customers.

· Identify stakeholders affected by technical changes or new engineering requirements and facilitate their support and product flow from initial assessment through final implementation.

· Initiate, facilitate, and support technical changes that lead to improvements in EGS and COMET safety, reliability, process efficiency, and cost effectiveness.

· Adhere to and promote quality activities in accordance with the COMET Quality Management Policy. Determine the quality requirements and characteristics of the products/services produced, set goals, evaluate performance, instigate action to attain and exceed goals, and recognize achievement. Seek continual quality improvements.

· A successful Associate Chief Engineer in software systems will be able to:

· Provide alternative solutions to challenges that are creative, well thought out and can be effectively implemented.

· Lead a diverse group of individuals.

· Confidently provide risk management direction.

· Efficiently and thoroughly explain technical issues and potential solutions and risks.

· Proactive in problem identification and resolution.

Here’s what you’ll need :

Bachelor of Science (BS) degree in engineering or technical equivalent from an accredited institution, and at least ten (10) years of experience, and/or an advanced degree. Possess experience in a progressively challenging technical leadership position, including successfully leading projects and/or teams.

Job Requirements

· Technically proficient and experienced with Artemis Program cross program change processes, flight hardware design and operation, flight element OEM organization and processes, EGS ground systems design, operation, and maintenance.

· Strong understanding of operational needs as they pertain to utilization of the Command & Control system.

· Extensive experience in software development processes and standards is required.

· Fully knowledgeable in risk management definition, analysis, acceptance, and reduction strategies.

· Solid background and understanding of Software project management methods is required.

· Experience with software design concepts is required.

· Familiarity with networking and communications hardware and design concepts.

· Experience in the agile development process is required.

· Experience leading and implementing Continuous Improvement Initiatives.

· Demonstrate leadership skills as evidenced by prior managerial, supervisory, or other leadership experience is required.

· Must be able to excel in a fast pace and evolving project environment.

· Experience interfacing with the NASA customers and Senior Management is required.

· Demonstrate written and verbal presentation skills for delivery of technical subject matter to internal and external customers as well as management team.

· If offered a position, proof of U.S. Citizenship or Legal Permanent Resident/Green Card holder of the United States is required.

· Must have the ability to obtain and maintain a security clearance, if necessary.

Physical Requirements

· Will be required to climb stairs to access equipment for trouble shooting.

· Will be required to wear hearing protection, eye protection, and other associated personal protective equipment.

· Position may involve extended periods of sitting or standing.

· Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.

· Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.

Work Environment

· Will be required to work inside and outside throughout the test complex.

· Position may require individual to travel daily to different areas on site.

· Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, is required to access various locations on the facility.

· Climbing ladders and platforms may be necessary.

· All work must be completed in a safe manner in accordance with NASA and company safety standards.

Attendance

· Full-time work hours between Monday and Friday.

· Position may require occasional overtime, including weekend work, depending on task.

· Must be dependable and punctual.

· Shift work may be required.

· Must be able to accurately communicate ideas in writing and verbal communication.

· Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
