Contract Specialist


This position is contingent upon award of task order to Jacobs.

Jacobs is seeking a qualified Information Technology (IT) management professional to support the 160th Signal Brigade’s Operation, Maintenance, and Defense of Army Communications in Southwest Asia and Central Asia contract. As a member of our team, you will support Team Jacobs as we partner with military and civilian members to provide world-class IT & Cyber services and support that connects over 80,000 users and warfighters in the areas of network services, cyber security, end-user computing, service desk, and enterprise & mission systems across the Southwest Asia and Central Asia AORs.

The Contract Specialist shall provide business advice to the customer, providing full-spectrum contracting support. Subject Matter Expertise (SME) is required to ensure successful market research, acquisition planning, contract performance management, and interpretation of contract law. The Contract Specialist shall assist in the performance of cradle to grave contracting actions for multiple Contracting Officers, in support of a wide range of customers.

Duties shall include assisting the following:

  • Performance of procurement procedures applicable to simple and complex procurements.

  • Determining the type of contract that best meets the requirement.

  • Developing special clauses.

  • Selecting solicitation and contract terms and conditions.

  • Recommending sources to be solicited.

  • Conducting market research.

  • Conducting price/cost analysis.

  • Recommending and preparing awards.

  • Monitoring contract performance documentation.

  • Preparing negotiations.

  • Preparing contract modifications.

  • Performing close-outs.

  • Performing post award follow-ups.

  • Prepare and executive invoicing assistance and payment assurance.

  • Provide Policy analysis and support.

  • Support GPC/COR programs.

  • Conduct peer reviews of procurement packages.


Minimum ten (10) years of contracting experience performing warranted or non-warranted 1102 series contracting specialist duties, be totally functional in the operations of Department of Defense (DOD) contracting specialist tools, including proficiency in the PD2 Contract Writing System, and hold certifications comparable to a DOD non-supervisory Defense Acquisition Workforce Improvement Act (DAWIA) Level III or Federal Acquisition Certification in Contracting (FAC-C) Level III. Bachelor’s Degree desired.

Required skills include:

Shall possess a solid foundational understanding of both Federal and DOD (FAR & DFARS) contracting policy, rules, methods, and regulations as well as the ability to perform complex cost and pricing data analysis.

Shall be familiar with working in aviation, various program management offices, and various types of funds, i.e. Operations and Maintenance, Procurement, and Research and Development.

Shall be well-versed with various contract types such as Fixed Price, Cost Reimbursable, Time & Material, and Commercial contracts.

Shall be capable of assisting with strategic requirements review and consolidation, acquisition strategy development, request for proposal development, and other pre-award duties.

Shall have a solid understanding of acquisition procedures involving best value, price performance tradeoff (PPP), lowest price technically acceptable (LPTA), and general schedule (GSA) source selections.

Must have demonstrated experience/technical education in Microsoft Office (proficiency in Microsoft Word, Excel, and PowerPoint required).

Shall be capable of using the Procurement Desktop-Defense (PD2), DD250 Material and Receiving Reports, and the internet.

Shall exhibit good communication, briefing and organizational skills.

Shall possess a valid state driver’s license.

Shall successfully undergo an assessment process that includes the following: psychological assessment that involves cognitive and personality testing, criminal, and financial disclosure, and review of experience, skills and qualifications, along with an interview panel.

Must possess an active Secret security clearance.

Essential Functions

Work Environment

Work will be performed inside a large facility. Work assignments vary based on client requirements. Position could require some night and weekend work. Travel may be required to various CONUS locations based on client requirements.

Physical Requirements

Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.

Equipment and Machines

General office equipment, which includes: telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.


Work assignments dependent on requirements by the client. It is important to be able to work at least 8 hours a day for 5 days per week (Monday through Friday). Normal work hours between 8:00 am – 5:00 pm. Contractor personnel shall coordinate all work hours deviations with the KO or COR before executing.

Must be well organized with the ability to coordinate, prioritize and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military and contractor personnel at all levels. Must be able to interface effectively with individuals at all levels of the organization. Grooming and dress usually business casual, but dependent on client’s standards. Must not pose a safety hazard to employees working in the same general area.
