Senior Contracts Specialist

We are actively searching for qualified candidates for this opportunity. We are currently identifying candidates for this effort. This requisition is contingent upon award of contract to Jacobs.

Jacobs is seeking a Senior Contracts Specialist in Kuwait.

The Contract specialist shall perform all contract functions and simplified acquisition functions using a wide range of contracting methods and types, and to procure services, materials, and equipment. This person will analyze the risk to the company considering contract type, clarity of the requirement, past performance, and other factors that would impact a risk assessment. Make recommendations to senior contracts and program management personnel on procurement strategies with associated risk mitigation plans. Conduct market research to insure adequate competition and price reasonableness. Process owner for order awards to subcontractors. Contract specialist is required, with limited supervision, to process and review for compliance, subcontractor purchase order and subcontract awards from Request for Proposal to contract document award and close out. Must know and understand applicable FAR clauses and ensure all necessary contract clauses are incorporated. Ensure contract performance, management, and interpretation of contract law in order to provide for the procurement of unique services, materials, and equipment for the Government and USOG overhead.

Responsibilities:

  • Recommend contract type, method of solicitation, option determinations, milestones, development of solicitation and sources to be solicited.

  • Work with subcontractors to process Non-Disclosure Agreements, Contracts, Subcontracts, Purchase Orders, Task Orders, Consulting Agreements and updating Jacobs Subcontractor Knowledge Management System

  • Develop solicitations for Request for Proposals (RFP) with appropriate clauses and well-defined statements of work and award factors.

  • Evaluate responses to solicitations, price reasonableness, and adequacy of competition

  • Perform cost and price analysis to determine price and reasonableness labor rates, services, materials, and equipment

  • Negotiate prices, terms and conditions, and prepare record of negotiations

  • Recommend offeror for awards, prepare award documentation by including delineations of responsibilities of offerors, generate and transmit all contract awards and store in Jacobs master control document

  • Monitor contractor’s performance for compliance with contract terms and conditions.

  • Issue delivery/purchase orders against established subcontracts

  • Prepare modifications for execution by Contracts Manager, negotiate and process close out/ termination contracts for release of claims and final payments

  • Maintain USOG ISO 9000 Management System contract procedures and monthly metrics for contract document awards

Qualifications

BA or BS degree in the appropriate discipline from an accredited college or university, plus fourteen (14) or more years of progressive and relevant experience in field, including demonstrated specialist skills or MS degree and twelve (12) years or more relevant experience of Ph.D. and eight (8) years or more relevant experience.

Level I Contract Certification preferred.

Minimum of a Secret Clearance required.

Essential Functions

Physical Requirements

Requires sitting for extended periods of time at a desk (90%). Requires sitting at a computer terminal for long periods of time (90%). There is a possibility that due to parking availability and location of work area walking moderate to long distances can sometimes be required.

Work Environment

Inside office/cubicle environment. Requires ability to interact professionally with co-workers and all levels of management (100%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, copier, and other general office equipment (100%). Ability to conduct evaluation of third and fourth generation or current state of the art computer hardware and software and its ability to support specific requirements, interfacing with other equipment and systems.

Attendance

Attendance is critical. Work hours are normally 8 hours per day and 5 days per week, Monday through Friday. Being prompt is important to provide continuous and on-going service to customers. Attendance is important to maintain continuity of service. Work outside of normal duty hours may be required with as little as one hour advance notice. Overtime is infrequent, but important when required (1%).

Other Essential Functions

Must be able to communicate effectively, both verbally and in writing. Must be able to interface with individuals at all levels of the organization. Must be able to obtain unescorted access to work areas. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
