About the opportunity:

Following the publication of the government’s energy white paper together with the announcement that the government will now more formally engage with EDF to review funding arrangements for the Sizewell C (SZC) nuclear new build project, NNB Generation (NNB) Limited are now preparing to move to the next stage of the development of the Project Delivery Organisation (PDO) strategy and operating model.

The proposed Sizewell C structure developed includes a Client organisation and a Project Delivery Organisation, which is composed of an Integrator and Delivery Programmes.

SZC are progressing a sole source procurement exercise with Jacobs with the intention of appointing Jacobs as their Delivery and Integration partner for the SZC project in early 2021.

The role of the Delivery and Integration Partner is:

• Overall programme management

• Integration of the three programmes: Civils, Nuclear Island (NI) and Conventional Island-Balance of plant (CI-BOP)

• Coordination of the various entities that will deliver the project scope in the programmes

o Civil Works Alliance

o Mechanical Electrical and HVAC alliance

o Responsible Designer

o Equipment providers

The Delivery and Integration Partner will be responsible for the following functions:

• Programme/project management,

• Quality – QA/QC and expediting oversight

• Engineering integration,

• Project controls (including Digital PMO),

• Commercial management

• Construction oversight.

The Delivery and Integration partner will also be responsible for implementing a standardised approach to project delivery and cross-programmatic aspects such as:

• Definition of SZCs Technical, Management and Commercial requirements for the key contracts

• Definition and maintenance of the SZC delivery processes and ways of working

• Behavioural safety programme

• Quality Programme

• Lessons learned and continuous improvement.

About the Opportunity

We are recruiting a senior experienced Supply Chain Senior Director who will join our team supporting SZC on this £20Bn plus nuclear new build project. The work is challenging and varied in nature with multiple stakeholder responsibilities including working under a national spotlight.

As a key member of the PDO Delivery and Integration Partner team, you will be working in support of the Sizewell C client - Supply Chain Director to achieve the successful procurement, contract award and contract administration of the following Tier 1 suppliers on the project, many of which will be via multi-£Bn contracts:

• Civil Works Alliance

• Mechanical Electrical and HVAC Alliance

• Responsible Designer

• Framatome

• GE

• EPR Equipment providers

The role will be initially based in London for the first 2 to 3 years with some time spent at the Sizewell C (SZC) site in Suffolk and short periods of time at key suppliers’ offices in the UK and overseas as required. The role may progress to being part or fully based at SZC site as construction activities ramp up – this will depend on client plans for the management of the project that are not yet fully developed. For work based in the Client’s London offices the current arrangements allow flexible working with part of the week spent in the office and the remainder of the time working from other locations, (e.g., your Jacobs home office or WFH).

What life is like to work in this role:

You will be responsible for providing subject matter expert advice to Sizewell C provide on all aspects of procurement, supply chain management, strategy development, price analysis, negotiation, contract placement and contract administration with specific focus in the following key areas:

• Supplier Relationship Management – facilitation of effective collaboration between the Project Delivery Organisation and the key suppliers who are vital to Sizewell C’s success, to build mutual trust and maximise ‘best for project’ behaviours, decisions, and outcomes.

• Collaborative procurements processes and Tender Evaluation.

• Optimisation of risk transfer to the supply chain.

• Tier 2 /3 Supply Chain packaging strategies and category management.

• Commercial aspects of alliancing arrangements, FIDIC and NEC contracts, experience of the Australian Alliancing model or similar would be preferrable.

• Overhead and profit analysis and audits.

• Incentive mechanisms applicable to Supply Chain at Tier 1, 2 and 3 levels.

• Supply Chain Development.

• Prequalification of Supply Chain organisations at Tier 1, 2 and 3 levels.

• Assessment and demonstration of VFM through all levels of the supply chain via competitive tender or benchmarking.

• Contract Management – maximise effective delivery and minimising value leakage through active performance management (safety, quality, time and cost), change management, risk management and contract administration.

• KPIs and performance evaluation.

• Development of Sizewell C’s Supply Chain processes and procedures aligned to Alliance delivery model.

• Experience of delivering the Supply Chain / Commercial Director function on major complex construction programmes in multiple geographies and across multiple sectors, including projects in delivered in high hazard or safety critical environments.

• Experience in working in multiple delivery roles as part of client, a contractor or consultant organisations.

• Senior level stakeholder management experience engaging with board-level executives, financiers, regulators, and government stakeholders up to and including the highest senior government levels and government departments and agencies.

• Previous experience in establishing Governance arrangements and Control, Oversight and Assurance structures and processes in relation to the Supply Chain function for major projects.

• Extensive knowledge and practical application of multiple standard forms of contract including FIDIC, NEC3 suite and bespoke and collaborative commercial contracts from feasibility, business case, through design, implementation, and completion.

• Previous experience in undertaking organisational development and design / performance improvement programmes for the Supply Chain function through to full operational deployment and and continous improvement.
