Your Impact:

The Restoration and Renewal Programme (R&R) has been established to tackle the significant work needed to protect the heritage of the Palace of Westminster and ensure it can continue to serve as home to the UK Parliament in the 21st century and beyond.

Given the poor condition of the fabric and systems of the Palace, the House of Commons Commission and House of Lords House Committee agreed that a major programme of restoration and renewal work must be carried out to protect and preserve the legacy of the Palace for future generations.

The PPCM (Programme, Project and Cost Managers) Palace Project Manager will work closely with both the Client and Architect Building Services team to develop and deliver an agreed scope in relation to the restoration and renewal of the Palace of Westminster. This work is being delivered within the Royal Institute of Building Architects (RIBA) stage gate methodology and under NEC Engineering and Construction contract framework.

The work of the Palace PPCM Delivery team is to:

  • Provide Project Management services on site with the Client and Architect Building Services teams

  • The production of plans and processes, supporting documentation and the provision of guidance and management direction on the delivery on client scope and contractual deliverables

  • Provide effective communication between all stakeholders throughout the project/workstream activity lifecycles utilising principles appropriate to the achievement of the programme vision and strategies

  • Manage and obtain all necessary access approvals to enable priority surveys to be undertaken in the Palace

  • Working with the Intrusive Works Approvals Group to develop, refine and simplify the approvals process for surveys

  • Coordinate surveys with other programmes and Business as Usual in order to minimise intrusive works within the Palace

  • Identify the need for the procurement of external survey contractors and subsequently support the procurement process the engage the suppliers

Key Accountabilities

The post holder will be accountable for:

  • The successful delivery of PPCM Project contractual deliverables against executed client scope in the most efficient, timely and cost-effective manner

  • Manage the efficient delivery of surveys whilst maintaining the reputation of R&R towards the internal stakeholders within the Palace

  • Maintain control and successfully deliver project work packages through appropriate planning, monitoring and communication, controlling and reporting of progress

  • Undertake risk reviews in order to determine impact and develop appropriate mitigation measures

  • Lead on Change Control activities within project workstreams

  • Monitor and manage project/workstream costs against approved budget

  • Support the Project performance requirements in line with Programme reporting calendar

  • Ensure suitable quality assurance measures are in place and implemented against workstream deliverables

  • Provide guidance and management direction where required whilst ensuring a continual focus and commitment to safety and wellbeing

  • Focus on continual improvement, including the capturing and management activities of Lessons Learned

  • Liaise with the Intrusive Works Approvals Group, local teams and other internal stakeholders to ensure approvals are in place in line with the project programme

  • Coordinate all internal stakeholders and the supply chains to ensure the timely and successful delivery of surveys

  • Identify procurement needs and support the procurement team

Here’s What You’ll Need:

Essential:

  • APM Project Management Qualification (PMQ), PRINCE2 Practitioner or similar

  • Experience in working on the design, construction or refurbishment of buildings

  • Significant track record of successful work, preferably within the construction industry or major programmes

  • Able to operate autonomously and with authority, skilled in developing and building relationships

Desirable:

  • Full Membership of Association for Project Management (MAPM)

  • APM Project Management Professional (PMQ)

  • APM Registered Project Professional (RPP)

  • Knowledge of RIBA building design and construction process

  • Experienced in working on programmes using NEC3 contract principles

LOCATION

This role is primarily London based at the Palace of Westminster project offices. Post-pandemic the likely requirement to be onsite will be 3 days per week (subject to client demand).

SECURITY

Selected candidate will be required to successfully complete pre-employment checks. This includes security vetting to Counter Terrorist Check (CTC) level unless otherwise specified. They may also be required to be cleared to an SC level at a later date.

Applicants should be aware that if they have resided outside of the UK for a total of more than two of the last five years, they are not usually eligible for CTC vetting (this will be assessed on a case by case basis).
