About the opportunity:

Overview/Context

Sizewell C (SZC) will be a next-of-a-kind nuclear power plant in Suffolk, England using the same technology and design as the Hinkley Point C (HPC) nuclear power plant under construction in Somerset.

The SZC Project is engineering-led in order to secure SZC’s design replication strategy and a large part of the supply chain is being replicated from HPC.

The Supply Chain directorate for SZC is now looking to establish its team of Supply Chain professionals responsible for the procurement/negotiation and subsequent commercial management of SZC’s main construction contracts.

The construction contracts are categorised by Programme and are broadly: Equipment, Conventional Island, Nuclear Island, MEH, Main Civil Works and Enabling Works.

Job Purpose:

The role relates to the development and award of commercial agreements for the SZC Mechanical, Electrical & HVAC portfolio.

Nature and Scope:

The Senior Supply Chain Manager reports to the Senior Supply Chain Lead and is the primary point of contact for all supply chain/commercial matters relating to a supplier/contract assigned to them. Within the role you will be expected to:

  • Work with the Supply Chain Lead in the development of the supply chain strategies in support of the delivery of the SZC MEH portfolio milestones. This will require a specific focus upon stakeholder engagement and buy in together with developing strong supplier engagement and relationship management.

  • Work closely and pro-actively with internal and external stakeholders at all levels. This includes working as part of a multi-disciplinary team within a technically complex environment.

  • Promote the SZC Project, its values and behaviours and ensures that SZC Project requirements are met and successfully delivered.

  • Arrive at and implement decisions and undertake Principal Responsibilities and Accountabilities (as defined below) in the context described above and in accordance with delegated levels of commitment and authority.

  • Engage across the HPC Supply Chain team to ensure the lessons learnt from the project can be taken and adopted to the Sizewell C project across the area of the MEH portfolio, the project delivery organisation and also the incentivisation of the supply base.

  • Due to the phase of the SZC Project (contract formation activity is starting), for the right individual this is a progressive role and provides the opportunity for growth (as responsibilities and accountabilities of the Senior Supply Chain Manager develop/progress as the SZC Project develops).

Principal Responsibilities and Accountabilities:

  • Having at all times the knowledge and being responsible for the regular reporting of topics including: contract scope of work/services; schedule; prices and rates; key personnel; and incentive arrangements.

  • Managing the supplier commercial relationship and at all times providing support to the project team to ensure effective development and award of the MEH contracts. In particular, establish effective collaborative arrangements and work in a spirit of mutual trust and cooperation to achieve ‘win-win’ equitable commercial outcomes within the intelligent replication regime.

Principal Accountabilities:

Procurement Phase

  • Leading supplier introduction and engagement workshops across the MEH portfolio working closely with the multi-disciplinary team.

  • Leading procurement activity and contracting strategies in line with overall SZC Project objectives and MEH development milestones.

  • Managing and tracking procurement against the overall Integrated Work Schedule (IWS) milestones to meet stakeholder and SZC Project requirements and keeping the procurement on schedule.

  • Support to the Senior Supply Chain and Supply Chain Leads ensuring all internal governance approval is in place to enable timely Contract Award.

  • Undertaking correct administration of information exchange via procurement electronic portal tools.

  • Managing formation activities across technical, programme, legal and commercial disciplines.

  • Invitation to tender preparation and tender evaluation assessing technical and commercial compliance.

  • Support to the affordability process and analysing the commercial basis of the contracts.

Execution Phase

  • The role has the potential to develop into a post-contract phase upon successful achievement of financial investment which is anticipated to occur on or after the anniversary of this fixed term role.

Other

  • Supervision of Supply Chain Managers and Supply Chain Assistants under your direct control. Working in direct support of the Senior Supply Chain Lead for the designated work areas.

  • Being familiar with, promoting and maintaining compliance at all times (at procurement and post-procurement stages) with NNB’s Supply Chain policies (including compliance with nuclear safety and quality controls procedures) and SZC Project processes and procedures, particularly those relating to the Supply Chain.

  • Engagement as required with the UK regulators (ONR/EA/CNS), HM Government and Ofgem.

  • Promoting the role of the Intelligent Customer and ensuring that requirements and expectations are met with regard to commercial probity, value and that the supply chain is treated fairly.

  • Promoting and embedding a strong nuclear safety culture, the right level of oversight, control and surveillance of supplier activities.

  • Ensuring board papers and/or investment papers are produced and submitted all in accordance with SZC Project governance.

  • Demonstrate collaborative working practices, promote continuous improvement, the SZC Project’s values and acting in a spirit of mutual trust and cooperation.

Note3: Working on the basis of splitting time between the office and WFH (2 days in the office, 3 days WFH), at least until the end of June - Monday to Friday – 40hrs per week.

Here’s What You’ll Need:

Essential

  • Educated to degree level or equivalent.

  • Proven ability of working within a complex major project/programme environment in both procurement and post-procurement phases.

  • Effective Management and Leadership skills, with clear knowledge of best practice contract methodologies in the UK environment.

  • Honed commercial skills and demonstrable ability to make sound decisions on complex matters (considering technical and commercial topics) of high financial value.

  • Strong relationship management skills and the ability to work with key stakeholders at all levels across an organisation.

  • A strong level of experience of standard forms of contract (NEC and FIDIC) within the power/construction industry on complex major projects/programmes.

  • Possesses skills to act as deputy to either a Supply Chain Lead or Senior Supply Chain Lead as required.

  • Familiar with the nuclear site licence conditions and an understanding of the UK regulatory framework.

  • Understanding of UK and international supply chain within the nuclear sector.

  • Proficient user of MS Office.

  • English language – written & verbal.

Desired

  • Member of RICS/ICE/CICES/IOB or equivalent professional body.

  • Nuclear experience, working within a regulated, licenced environment.

  • French language – written & verbal.
