Responsible for managing development and construction of ESA systems being provided for full operation of a new Railroad line extension. This extension includes construction of new rail infrastructure as well as a complete passenger terminal.
Key responsibilities include:
Support installation and testing of ESA systems, internally within the CS179 scope of work, externally with other ESA contract work and with external organizations (e.g. LIRR, Metro-North, NYCTA, and first responders). Requires understanding of system functionality and commissioning of the work at multiple levels.
Work with the Analytics team in scheduling progress (delivery and approval) through development of metrics tracking of the systems deliverables (test procedures, test plans and test results) in order to support the Recovery Schedule.
Assist in the execution of the ESA and CS179 test program, plans, test cases and procedures. Coordinate with contractors’ QA/QC and test programs.
Manage databases and spreadsheets to track progress of equipment, system and network connections. Coordinate work (particularly documentation) with ESA Operational Readiness.
Support Asset Management tracking and coordinate with test data.
Report on work progress, issues and their resolution, and planning to upper management. Develop and implement methods to expedite the test/commissioning (T&C) work.
Supervise/direct CM staff, particularly for T&C and systems integration.
Review contractors’ work methods for safety, coordination with other parties and proper scheduling. Provide recommendations as required.
Provide technical guidance and support to the Change Management teams by providing analysis of the technical and construction aspects of the systems proposed for modification.
Analyze and provide solutions to impacts of Stop Work Orders.
Other assignments as directed by the PMO Director, Programs Systems Director or Construction Manager
Bachelor's degree in Electrical Engineering, Construction Management or Systems Engineering required
Minimum of 10 years’ experience in commissioning of systems (preferably with railroad experience)
Professional Engineer (P.E.) license, Certified Construction Manager (CCM) or equivalent preferred
Skilled in MS Office; knowledge of Primavera Project or Microsoft Project preferred
Previous experience managing large multi-disciplined construction projects incorporating systems integration preferred
Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
